I would like to have a detailed data set of deaths in Scotland of all causes following (or not) a 1st and a 2nd dose of a covid vaccine, with specifically the following elements:
- Day of death in the year
- Age in single years on death
- Sex
- Covid vaccine status (none, 1st, 2nd)
- Number of days from 1st covid dose to death, if applicable
- Number of days from 2nd covid dose to death, if applicable

You must have accessed to some underlying data giving the details that I am asking, namely, date of death, age upon death, covid vaccine number of doses , number of days between last dose and death, when and if applicable. It is the only way to produce and re-produce your tables.

What I am asking is simply the underlying raw data (obviously, anonymous, that is, no name, no dob from any individual). If, for the sake of argument, 40,000 people have died in Scotland since 8 Dec 2020, a file with 40,000 rows and 4 columns with:
- Day of death (could be given as d/m/y or simply as m/y)
- Age upon death (in single years)
- Number of doses (0, 1, 2 3 etc.)
- Number of days between last doe and death if applicable (that is, if number of dose greater than 0)

Further to your clarification email received 21 November by Public Health
Scotland the relevant department have provided a response to your query
below;

 

…You must have accessed to some underlying data giving the details that I

means that it is considered new information as it would need to be created
new from scratch in order to obtain the outputs you have requested and
therefore would need to adhere to Bespoke Analysis Information Request
process.”

Can you provide all the underlying detailed data leading to the computation that you made into the Tables 18 and 19 of "COVID-19 statistical report, as at 13 September 2021" that are produced, before any aggregation?

You are pointing to an Excel sheet and the report itself "COVID-19 statistical report, as at 13 September 2021". Tables 18 and 19 of the report make a breakdown by age and you make an analysis of natural deaths by taking the 2015-2019 death rates by age and sex. I quote: "In order to account for this, we have compared the total number of observed deaths per month to the number we would have expected, based on the average number of deaths that occurred per month (by age band and gender) for the same time-period between 2015 and 2019".

I conclude that you have the age and the sex of the deceased underlying the analysis of Tables 18 and 19.

If you cannot provide neither the exact number of days between vaccine and death nor the exact number of doses, at least, I would like to have, by date of death, the age and the sex of the persons having died within a set period of 28 days, which is the very detailed data that you utilised to create Tables 18 and 19 and to run the comparison to natural deaths.

I do not understand your answer.

I do not understand why you are not able to produce directly the dataset that I am requesting. You carried out some calculations (under tables 18 and 19 of the report in question) that require the exact data that I am asking. There is nothing bespoke about my request. Obviously, to carry out your calculations, one needs what I am asking, namely: date, age, sex, doses (0, 1, 2, 3...) and days since last dose of the deceased persons.

May I insist to get access to this dataset that you must have produced somehow to be able to do your analysis?

Further to your email received 17 December by Public Health Scotland the
relevant department have provided a response to your query below;

 

“I do not understand your answer.

 

I do not understand why you are not able to produce directly the dataset
that I am requesting. You carried out some calculations (under tables 18
and 19 of the report in question) that require the exact data that I am
asking. There is nothing bespoke about my request. Obviously, to carry out
your calculations, one needs what I am asking, namely: date, age, sex,
doses (0, 1, 2, 3...) and days since last dose of the deceased persons.

 

May I insist to get access to this dataset that you must have produced
somehow to be able to do your analysis?”

 

Public Health Scotland can advise that the data being requested needs to
be extracted using newly created syntax, codes, algorithms or other data
alignment and combining process. This means that Public Health Scotland
would have to create new building blocks from scratch in order to obtain
the outputs, therefore the Bespoke Analysis Information Request process
would be the most appropriate route to obtain the information requested.
