Dear Mr Brown

Thank you for your email received by TfL on 25 September 2010. You have
asked for copies of all records relating to the auto-renewal process with
cycle hire keys and access period commencement time, held by TfL within a
date range of 24 months.

Your request has been considered under the requirements of the Freedom of
Information (FOI) Act and I can confirm that we do hold the information
requested.

However, unfortunately, to provide the information you have requested
would exceed the 'appropriate limit' of **450 set by the Freedom of
Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a
request if the cost of determining whether we hold the information,
locating and retrieving it and extracting it from other information would
exceed the appropriate limit. This is calculated at **25 per hour for
every hour spent on the activities described.

We have estimated that it would cost TfL **5,000 to provide a response to
your request. This is based on 4 hours spent retrieving this level of
detail by approximately 50 members of staff from a variety of areas,
totalling in 200 hours between them. As the request spans 24 months, there
will be a considerable volume of material. An assessment of which
documents may contain relevant details, including bid documentation,
submission documents, design documents and meetings with Serco, is
estimated to take some 100 hours. Retrieving the information once
relevant documents have been assessed, we estimate at taking a further 100
hours.

To help bring the cost of responding to your request within the **450
limit, you may wish to consider narrowing its scope so that we can more
easily locate, retrieve and extract the information you are seeking.

Please note that we will not be taking any further action unless we
receive a revised request.
