The route has been inspected once in October 2016 by the highways
inspector, as part of the routine 5 yearly inspection regime which
commenced in July 2012.  It was not specifically inspected as a result of
the enquiry references above as we were already aware of the obstruction
issues on the path.

2) The records/file notes made by officers, records of relevant internal
communication between officers and/or members of the authority as to the
decision why this blockage has not been cleared.

There has been no written or formal decision between officers regarding
whether or not to clear this path.

Dear Information Management,

I had requested the field notes of any inspection report regarding the blocked footpath. You unfortunately failed to provide this. However, from your reply there was an inspection by the Highways Inspector in October 2016. It seems reasonable to presume that a report was generated at this time. Please provide a copy of that report or explain why no such report is available.

I am not at this time asking for an internal review, but giving you the opportunity to provide the information I requested. I do however reserve the right to seek an internal review at a subsequent date.

Thank you

Yours sincerely,

Martyn Youngs

Dear Mr Youngs,

Please find attached a copy of the report as requested. This was not supplied previously because, as you will see, it contains no detail beyond that the inspection was completed, as formerly advised.
