Please could you confirm what is meant by 'employee'? Does this mean

Dear S Rhosier
YOUR REQUEST:
Please provide a complete list of all current police officers, to include:
Employee
Collar/Badge Number
Surname
Forename
Grade
OUR RESPONSE:
Some of the information you have requested is already available to you by
other means and is therefore exempt in accordance with Section 21 of the
Freedom of Information Act 2000. Please see the following link to assist
you;
[1]https://www.cheshire.police.uk/police-fo...
In the above link you will find senior officers and staff.
[2]https://www.cheshire.police.uk/
On the screen presented to you from the above link, if you enter a
location into the find your area box, the area will be presented then
scroll down to the bottom and you will find Your team if you click on that
it will present you with names of the team that look after that area.
With reference to any other information please see the below;
Section 17 of the Freedom of Information Act 2000 requires the Cheshire
Constabulary, when refusing to provide such information (because the
information is exempt) to provide you with a notice which a) states that
fact, b) specifies the exemption in question and c) states (if that would
not otherwise be apparent) why the exemption applies:
After careful consideration I am able to confirm that the information you
have requested is exempt by virtue of Section 40 (2) of the act (as
amended by Schedule 19 of the Data Protection Act 2018). We are unable to
disclose officer information, due to their role in force, the chances of
identification are extremely high, information of this nature is sensitive
personal information of that individual.
The information you have requested may directly or indirectly identify an
individual and is therefore the personal data of a third party (as defined
by the GDPR (a4.1) and the Data Protection Act 2018 (s3.2)). Releasing
this personal data would be likely to contravene the first data protection
principle (as defined by the GDPR (a5) and the Data Protection Act 2018
(s35)). This is an absolute exemption therefore neither the public
interest test nor evidence of harm in disclosure needs to be outlined.
If you are not satisfied with the decision applied in this case I enclose
for your attention a copy of the Constabulary's appeal procedures.
Regards
Sarah Davies
