Freedom of Information Request

 

I am writing further to your email of 03 February 2022 where you requested
the following information:

 

a full fleet list of vehicles including cars, fire appliances of all types
and any other specialist equipment/units that you may have. I would like
to know the following:

 

Make and model

Type of appliance (AP, PL etc)

Call sign (A1,A3 etc)

Location

 

I would also like to know how many crew there is on a watch per station.

As detailed on our website Cleveland Fire Brigade do not provide vehicle
registration number or vehicle call signs in the interest of national
security (S24).

Part of your request is refused under Section 24 – National Security
(safeguarding National Security).

Section 24 (1) allows a public authority not to disclose information if
it  considers releasing the information would make the UK or its citizens
more  vulnerable to a national security threat. As section 24 is a
Qualified,  prejudice-based Exemption we are required to consider the
public interest  in any refusal.  Cleveland Fire Authority is committed to
openness and accountability but we must balance that against our
responsibility for public safety in both the county, and nationally.

 

It is our view that by disclosing the requested information relating to
call signs/or vehicle registrations may have wider implications that must
be considered.  The Service believes that maintaining security and
ensuring public safety in a national and local context takes precedence
over releasing certain information.  Cleveland Fire Authority accepts that
this type of information is of interest to members of the public but
believes that this is not in the greater public interest to release and as
a result, we have decided that the public interest is better served by not
disclosing this information.

 

 

Each Wholetime Fire station (24 hours per day staffed) have 4 crew on each
appliance, some stations have 2 appliances.

 

Middlesbrough, Stockton, Grangetown, Thornaby and Hartlepool  x2
appliances so each station has 8 crew.

Redcar, Billingham and Coulby Newham x1 appliances so each station has 4
crew.

 

Each Retained Fire station (on-call) can have a minimum of 4 or maximum of
5 on crew.  Retained fire stations are located at Headland, Yarm,
Guisborough, Saltburn, Skelton and Loftus.

 

 

You have the right to seek a review and this request should be made to the
Senior Head of Assets for this purpose. The request should be in writing
with the grounds for a review and sent to the Senior Head of Assets, at

Reviews should be made within 40 working days of our response to your
request being issued.  Any requests for review received outside of the 40
working days will be refused.  Please note this is in line with the
Information Commissioner’s own working practices.

 

If you are not content with the outcome of your complaint, you may appeal
directly to the Information Commissioner’s Office (ICO) for a decision. 
Generally, The ICO cannot make a decision unless you have exhausted the
complaints procedure provided by Cleveland Fire Authority.  The ICO can be

Further to your email of 01 March 2022 in which you have requested a review of the response by Cleveland Fire Brigade to your request “a full fleet list of vehicles including cars, fire appliances of all types and any other specialist equipment/units that you may have. I would like to know the following:

I have considered your appeal against the part refusal of information in accordance with the freedom of information act.

Taking all the evidence into account, having due regard to the requirements of the relevant legislation in protecting national security information, my decision is that your appeal is refused and therefore unsuccessful under section Section 24 (1) allows a public authority not to disclose information if it considers releasing the information would make the UK or its citizens more vulnerable to a national security threat. As section 24 is a Qualified, prejudice-based Exemption we are required to consider the public interest in any refusal. Cleveland Fire Authority is committed to openness and accountability but we must balance that against our responsibility for public safety in both the county, and nationally.
