Thank you for your request for information about: Cuadrilla Incident
Management Plan

 

Which was received on 28 August 2018 and I am writing to acknowledge
receipt of this request. Please accept my apologies for the delay in
responding to you.

 

I can confirm that your request is being dealt with under the
Environmental Information Regulations 2004 (EIR).  However I must advise
you that following a search of our paper and electronic records, I have
established that the information you requested is not held by the Health
and Safety Executive.

 

There is no legal requirement for us to hold such a document, nor for the
operator to supply one to us.

 

The Borehole Sites and Operations Regulations 1995 (BSOR) call for
operators to complete a health and safety document for the well site. This
document will contain the fire prevention plan and the emergency plan for
the site which deals with escape and rescue. The operator should also
consult the emergency services on fire-fighting arrangements and share the
relevant sections of the health and safety document with them to allow the
emergency services to develop their own response plans. The regulations
also call for monitoring arrangements for flammable and toxic gases. Sites
must be located and of suitable size so that hazards can be contained
within their boundaries.

 

At the planning stage, the operator should consult local Fire and Rescue
Service on both operational fire-fighting and fire safety matters,
including provision of suitable water supplies and access for fire
appliances.

 

Emergency services should be informed of the location of borehole sites,
access routes from public roads and the nature of the operations and
circumstances which they may be called upon to attend. Reference to
relevant parts of the health and safety document may be of assistance to
them in planning emergency responses.

Suitable arrangements should be made to provide access to sites for rescue
services in an emergency and on arrival to provide them with reliable
information about the site, operations and the hazards which may exist.

 

Operators should work to the Model Code of Safety Practice on oil or gas
well site layout, established by the Energy Institute, which aims to
restrict risks to health and safety to within the site boundary. Where
necessary they must also have equipment nearby for fast and effective
firefighting and all workers on site must be trained to fulfil their
emergency role. Further information on emergency response can be found in
