Dear Appointments Commission,

This is a request for disclosure of information under the Freedom of Information Act. The information requested relates to the competition CS0235 in spring 2011 for appointment of a new Commissioner with the Equality and Human Rights Commission which resulted in the appointment of Ms Sarah Anderson. Please disclose the following information:

1) The name of the pre-assessor used

2) All correspondence to/from the pre-assessor including his/her assessment of individual candidates (formal or informal) and any notes of telephone conversations with the pre-assessor. Candidates’ applications are not requested but all covering letters / emails etc sent to the pre-assessor alongside the applications should please be disclosed. ALL correspondence with the pre-assessor relating to this campaign is requested including all background to the competition and any instructions or guidance to him/her.

Where the correspondence is in the form of documents the request includes at least both paper and soft materials (for example email transcriptions and Word processor documents).

I am extremely sorry to learn that you have not yet received a proper reply from us. This failure falls well below the service standards we expect to provide.

I have checked to see what has happened here. Unfortunately, the person who your query was directed to for reply left the Commission at the end of March - seemingly without resolving the matter. I can only apologise that this has happened.

It is particularly disappointing that no-one has answered you as our reply should have been a straightforward one: the Appointments Commission managed the recruitment campaign in question on behalf of the Government Equalities Office. All information and records relating to the campaign have been returned to the GEO and it is that body which rightfully 'owns' this information. I must, therefore, ask you to direct your FOI request to the GEO. This link may be helpful to make progress with your query:
