Dear Powys County Council,

Under the Freedom Of Information Act could i please request the following:

• 1. A list of all bus routes in the Powys County Council area that cross the border in to England (including the route number and where it goes to and from and the bus operator who runs it).

• 2. For each route please advise if it is a commercial service or if it is a council contract and funded by you (or whether any other councils fund it instead of you or as well as you).

• 3. For each and every cross border bus route can you please provide full details on the policy regarding accepting concession bus passes for cross border journeys and the restrictions and where concession bus pass holders can travel to and from on both sides of the border (i would like details for the policy of concession bus passes issued by Powys County Council and for those issued by other councils in Wales and by other councils in England as well).

15/2/19, in which you requested details of the following:

 

Bus Service Routes        

 

The above is a summary of your request. The full details of the
information sought is provided to the officer to whom the request is
tasked.

 

Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.

 

There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.

 

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

 

The due date for responding to this request for information is 15/3/19.

The information to Q1 and Q2 is all on the attached spreadsheet

 

• 3. For each and every cross border bus route can you please provide full
details on the policy regarding accepting concession bus passes for cross
border journeys and the restrictions and where concession bus pass holders
can travel to and from on both sides of the border (i would like details
for the policy of concession bus passes issued by Powys County Council and
for those issued by other councils in Wales and by other councils in
England as well).

 

Under Section 1 of the Freedom of Information Act a public authority is
required to inform you

1 (a) whether the information requested is held by the public authority,
and

(b) to have that information communicated if that is the case.

In this case the information requested is not held.

 

There is no specific policy for Powys; The ‘All Wales Concessionary Bus
Pass Travel Scheme’ is administered by Powys on behalf of Welsh
Government, therefore the policy states;

 

“If you live in Wales, over 60s and disabled people can travel free on
local buses in Wales with a Concessionary Bus Pass at any time - there are
no time restrictions. People living in Wales can also use their passes to
travel free on cross-boundary journeys in and out of England, providing
the journey starts or finishes in Wales.”

 

You will need to contact the other councils in England and Wales to find
out their policy on concession bus passes.

 

 

We believe that this request is now complete and shall be closed
immediately. Should any further information be requested regarding this
topic, a separate request will need to be submitted.
