Dear West Yorkshire Police,

Under the provisions of FOIA, I would be grateful if you could advise me of the number of calls, referrals and any form of reported crime (i.e by email, crimestoppers) you have received month on month, and then year on year for the past 20 years until the date of this request relating to anti social behaviour in Howley Walk and Soothill in Batley, West Yorkshire.

Please include but not exclusive off the following allegations:

Retaliation against vulnerable tenants who have reported tenants at Howley Walk please include hoax phone calls
Reports to hate crime coordinator & other specialist departments including CID and armed response unit.

Number of mistaken drug raids?
Animal Cruelty - neglect dogs barking
Benefit fraud
Substance misuse fuelled abusive insults towards Welsh, Scottish & Irish.

Please list the type of of allegation per month/year and number of calls.

Please advise how many times your police officers have had to use restraints including but limited to Taser Guns in this area.

Inter agency liaisons to allow viewing off private CCTV by other agencies.

Please advise the total number of calls/referrals that have led to charges being heard in court per allegation?

Please advise the total number of calls/referrals that have led to a criminal conviction per allegation?

Please advise the total number of calls/referrals that were not upheld in a court of law per allegation?

Of those criminal convictions that were upheld in a court of law please advise the total number of:

1. community based sentences per allegation?
2. Prison sentenced per allegation?

Please advise if there has been community CCTV installed at any time on Howley Walk?

Please advise including but not limited to how many ASBO’s have been issued,
Warnings, public order offences, injunctions issued by the court?

Please advise how many instances of police protection (escorting tenants safety into / out of Howley Walk)

Please advise how many instances of police high vigilance activity in Howley Walk/Grace Leather Lane (please advise the reason?)

Please advise the total number of 999/101 calls/reported crime in Howley Walk & Soot-hill that has not been responded too, in the past 20 years to date.

Please advise how many complaints in the last 20 years to date regarding police to IPCC?

One year alone would take 33 hours to complete.

Please see below advice and assistance which was provided in Appendix A of your response.

Firstly the specific area of interest needs to be established – Howley Walk and Soothill.

Your previous request (ref 649/18) was answered based on street names including “Howley Walk” or “Soothill“. We can provide a breakdown of crime and incidents by type for question 1 based on this criteria.

However, if the area of interest is wider than these streets (i.e. if there is an area commonly referred to Howley Walk and Soothill) then this is an area undefined by West Yorkshire Police and we would have to provide information at ward level.

The incident and crime breakdowns would be based on the types we record, not the bespoke list provided. We do not record incidents or crimes as ‘Fighting’ or ‘Aggression threats’ for example.
Also, bespoke searches such as ‘theft of Tesco trollies’ can typically take an hour to complete each one, therefore the list provided would most likely exceed cost.

Q2 – This information is recorded at District level only
Q3 – No information is held
Q4 – Information can be provided based on those crimes identified in Q1
Q5-7 – follows on from Q4 however requires manual PNC searches therefore potentially will exceed cost depending on volumes
Q8 – No information held
Q10-11 – If recorded, would potentially exceed cost to locate
Q12 – Incidents where the reporting method is recorded as 999/101 and no officer attended the incident can be provided. However an officer may have attended after the incident was closed (e.g. follow up enquiries)
Q13 – Can be provided

If you are content with the criteria of 'street names including “Howley Walk” or “Soothill“' we can proceed with the questions identified as being possible with cost.

Good Afternoon Ms Kean,

Your request for information is currently on hold awaiting clarification from yourself, as to how you wish to proceed. Therefore, as we have not yet retrieved any data, we have nothing to compare to the information which was provided to you by Kirklees Neighbourhood Housing.
However, as we are two separate Authorities, with separate reporting procedures and systems, it is unlikely that the information requested from and provided by Kirklees District Housing, will directly correlate with any information which might be held by West Yorkshire Police.
