Cowley low traffic neighbourhoods in Oxford

South Central Ambulance Service NHS Foundation Trust did not have the information requested.

Dear South Central Ambulance Service NHS Foundation Trust,

I am trying to establish whether the recently-installed low traffic neighbourhoods (LTNs) around Temple Cowley, Church Cowley and Florence Park in Oxford have been evaluated by the South Central Ambulance Service NHS Foundation Trust in relation to the risk that they pose to your organisation's ability to meet it targets for reaching patients requiring your services. In particular, I keen to know whether any risk evaluations has been undertaken by your organisation in relation to
a) possibly longer journeys / journey times required by the newly-installed LTNs;
b) any ongoing driver confusion as to correct locations of the recently installed LTN barriers; and
c) any risk mitigation measures proposed by your service to Oxfordshire County to reduce such risk - i.e. removable / retracting barriers.

The obvious place to find such a risk evaluation relating to the Oxford LTNs would be:
a) your organisation's Corporate Risk Register (operational risks)
b) its Board Assurance Framework (strategic risks) and
c) the work undertaken by your Risk, your Assurance and Compliance Committee, your Audit Committee and your Quality and Safety Committee.

However, I am also keen to locate any (less formal) risks evaluations undertaken by your organisation in relation to the above-mentioned Oxford LTNs.

Please provide with with any relevant materials relating to my request, however informal and preliminary. I am happy to have people's names and non LTN discussions redacted, where necessary.

Yours faithfully,

Richard Parnham

Good Afternoon,

Thank you for your freedom of information request.

Risk evaluations where not conducted locally in Oxfordshire as there was no formally reported incidents or changes in our response times. Mitigations was put in place in terms of upgrades to the satellite navigation system showing the closures and routing around them. I am not aware of this being on any other register.
