Walsall Council is working extremely hard to ensure the safety and
wellbeing of all residents of the borough during this difficult period. As
part of this working practices and priorities within the council may need
to change in line with advice from the Government and our own Public
Health Service.

Freedom of Information Request RFI-2835-21

 

Further to your request for information about COVID Winter Grant Scheme, I
can tell you the following:

 

1.    How did you distribute the COVID Winter Grant to vulnerable
families, i.e. cash, food parcels or retail supermarket vouchers?

 

Payments were made by BACS transfer to vulnerable families in receipt of
Council Tax Reduction. In December 2020 families received £25 per child,
in February 2021 they received £20 per child and in March 2021 they
received a further £20 per child. For those without a bank account payment
was made by way of a supermarket voucher to the same value. Families with
children who attended a school within the Walsall borough and received
Free School Meals but lived elsewhere were also invited to receive the
same payments. A portion of funding was distributed to Care Leavers,
Children’s Services, Housing, Public Health and our Resilient Communities
Team.

 

2.    Did you use this grant to distribute financial support to families
of children eligible for free school meals?

 

Answered in question one. Our data set was Council Tax Reduction customers
not those in receipt of Free School Meals.

 

3.    How many children were eligible for Free School Meals and how many
children claimed financial support via the grant scheme?

 

·         For those who live outside the borough of Walsall 349 children
benefited from the scheme within 84 families.

·       We do not hold this information for families within the borough of
Walsall as we used our Council Tax Reduction scheme data and not our Free
School Meals system to distribute support for families who live in the
borough of Walsall, therefore the information you have requested is not
recorded or held information and is therefore exempt from disclosure under
section 1 of the Freedom of Information Act.

·         We estimate we have helped approximately 10,949 households each
time.

 

4.    Did you use the grant to distribute support to other vulnerable
families / individuals and if so, which groups, i.e. homeless etc.?

 

Our records were cross-checked with Children’s Services and Homelessness
so a portion of funding went to families supported by these departments.
Resilient Communities were allocated a portion of funding to directly
support those recently discharged from hospital. Our Care Leavers team
were allocated a portion to support this cohort. Public Health were also
allocated a portion to support vulnerable customers.

 

5. If using supermarket vouchers

 

(a)  which supplier(s) did you use to distribute the vouchers?

 

Asda

 

(b)  how did you choose a supplier?

 

No selection criteria used

 

(c)  what were your top 3 mandatory requirements for the service?

 

Families with children, individuals including the elderly who were/are on
low income and claim FSM

 

(d)  did you coordinate the ordering to all beneficiaries/recipients, or
was access delegated to schools to administer and order?

 

Vouchers were distributed to 35 families (those without a bank account) so
this was coordinated by one Housing Officer who picked up the vouchers and
distributed them.  We carried out our own administration

 

(e)  did you enter into a direct contract with the supplier or call off
via a framework?

 

There is no contract for the supplier

 

(f)   when does your contract end?

5.    If Government funding or a grant extension is not in place for May
half-term or summer holidays, will you continue to operate and fund the
scheme?

 

An extension has been announced under the new name of Covid Local Support
Grant. This funding will be used in the same way as previously in Walsall
and distributed to vulnerable families in receipt of Council Tax Reduction
via BACS, directly to their bank accounts.

 

6.    Which role(s) and job functions manage the contract for this
service? – Money Home Job
