Further to the acknowledgement below, I can respond to your FOI request
received on 18th July 2019 as follows:
 
 
1) How many court summons and liability orders have been issued by your
council for unpaid council tax in the year
 
These figure are for financial years and not calendar years as this is how
we record our data for Oxford City Council.
 
a) 2016 = 6580
b) 2017 = 5828
c) 2018  = 6383
d) 2019 (so far)?  = 1310
If your council is covering several councils/districts, please answer for

2) How many of these were successful in
 
"Successful" is an imprecise term - to us, a success would be for the
account to be paid in full without the need to obtain a liability order or
additional costs. 
I think you may be referring to the numbers of Liability Orders granted by
the Magistrate and I have recorded these figures below.   
The difference in the top and bottom figures are made up of mostly
accounts paid in full between the summons and the hearing, and partly from
summons which we have withdrawn and in a few occasions Magistrate
adjourned cases, or in rare occasions where Magistrates have not granted a
Liability Order.

Since 2016 (and even before this) Oxford City Council have had a policy of
not summonsing an a Council tax payer if their balance is less than £50.00
therefore all of these answers will be 0(Zero). 
 
 
I refer to question 4 below requesting information about:

I will deal with this part of your request under s. 1 (3) of the FOIA.
 
“Where a public authority-
 

 a. reasonable requires further information in order to identify and
locate the information requested, and
 b. has informed the applicant of that requirement

 
You have described the information you seek, but the description is not
sufficient to enable the Authority to locate the correct details.
 
The Authority informs you that it requires further information, under s 1.
(3) (a) of the FOIA.
 
I have answered what I think you mean for Q1-3 answers above. Can you
clarify if you mean by unsuccessful I.E. "Liability order not granted",
"Liability Orders withdrawn by Oxford City Council" or "Liability Orders
obtained, but still the debt is not yet collected"
 
Could you clarify for question 4 what you consider to be successful and
unsuccessful and clarify the exact information that you are after so that
I can supply the correct details as it is unclear.
 
The 20 working days will not continue from  29^th July 2019 until the
Authority has been supplied with further information. Should the Council
not receive a response to this email by 7^th August 2019, your request
will be closed accordingly.
 
If you disagree with any part of the response to your request, you are
entitled to ask the Council for an internal review of the decision(s)
made.  You may do this by writing to the Monitoring Officer, by either
email – [1][email address] – or by post to Monitoring Officer,
Oxford City Council, St Aldate’s Chambers, St Aldate’s, Oxford, OX1 1DS. 
After the result of the internal review, if you remain dissatisfied, you
may ask the Information Commissioner to intervene on your behalf.  You may
do this by writing to the Information Commissioner's Office, Wycliffe
Lane, Wilmslow, Cheshire, SK9 5AF.
