Dear Rural Payments Agency,
It's my understanding that my mother's land was a registered smallholding with a county parish holding (CPH) number. We don't know the CPH number, so I'm looking to find out what the CPH number for her property is please, and to establish whether it is still registered.

You have asked what the CPH numer is for you Mother’s property and whether
it is still registered.
The information requested is considered ‘environmental information’ as it
meets the definition set out in regulation 2(1)(c) of the EIR. This covers
“measures (including administrative measures), such as policies,
legislation, plans, programmes, environmental agreements, and activities
affecting or likely to affect the elements and factors referred to in
[2(1)](a) and (b)” including water, soil, land and landscape “as well as
measures or activities designed to protect those elements”. As such it
must be considered for disclosure under the terms of the EIR rather than
the Freedom of Information Act 2000.
From our preliminary assessment, it is clear that we will not be able to
answer your request without further clarification. Regulation 9 of EIR
requires public authorities to provide advice and assistance to applicants
