Councillors free parking perk decision

Dear Sir or Madam,

I am trying to learn the reasons why some Westminster City Councillors have awarded themselves a free city wide parking permit.

Because they all hold a free parking permit I have written to Cllr Angela Harvey, Cllr Susan Burbridge, Cllr JP Floru, Cllr Danny Chalkley and Cllr Colin Barrow in May 2009. But not one of them has had the decency to reply to my enquiry.

I have also searched your main website to find the information myself, but could not find a reference to this free council parking perk.

In recent FOI requests no straightforward answer has been given as to why the councillors award themselves this free parking perk.

Therefore, could you please provide me with the minutes of the council meeting where the decision to allow councillors to have free parking throughout the borough of Westminster?

Dear Customer Relations,

I notice that you are keen to state that "Councillors are not provided with `free parking' in Westminster".

However the FACTS are that the councillors can ask for a permit to park their cars for FREE in any part of the city, there is no fee charged for this permit. If that isn't free parking I don't know what is, and your continued instance that it is not free is quite insulting to me and many other members of the public.

I am dismayed that public servants like yourself seem to have learnt nothing from the recent MP's expense scandal.

It is not quite correct to say "all Councillors are provided with 'all zone' permits to carry out their civic duties".

First, the permit has to be claimed. All Councillors are sent a form each year to claim the all zones permit but it is not compulsory to fill it in. I don't.

Second, while the permit may be intended to enable councillors to carry out civic duties, it's practically impossible to restrict the use of the permit to council business and so far as I know there is no attempt made to do so.

It's sad that Cllr Ian Wilder is not still around, as he was the reason I asked this FOI. He told me he was against the free parking permit introduction and would not support it's introduction. Yet there seems to have been no discussion documents for the schemes introduction, how odd.
