Please provide me with details of the number of empty properties that Southend Borough Council were able to charge the Long-Term-Empty Premium on council tax for, in respect of the years 2014/15, 2015,16 and 2016/17. Together with a breakdown of bandings and total amounts received per banding per year listed.
