Council tax on empty homes and second homes in 2009-2018

I am a researcher in Economics at University College London.

For my research, I would need the council tax discount/premium on second homes, on homes empty for longer than 6 months and homes empty for longer than 2 years as a percentage of the standard council tax in your council from 2009 to 2018.

I am writing to request an internal review of Worcester City Council's handling of my FOI request 'Council tax on empty homes and second homes in 2009-2018'.

Let me clarify again what information I would need.
For each year from 2009 to 2018:
1) the council tax on second homes (class A), as a percentage of the standard council tax rate
2) the council tax on homes empty for longer than 6 months (unfurnished), as a percentage of the standard council tax rate
3) the council tax on homes empty for longer than 2 years (unfurnished), as a percentage of the standard council tax rate.
