For my research, I would need the council tax discount/premium on second homes, on homes empty for longer than 6 months and homes empty for longer than 2 years as a percentage of the standard council tax in your council from 2009 to 2018.

no, I need the tax discount and tax premium on second homes and long-term empty homes.

More precisely, for each year from 2009 to 2018:
1) the council tax on second homes, as a percentage of the standard council tax rate
2) the council tax on homes empty for longer than 6 months, as a percentage of the standard council tax rate
3) the council tax on homes empty for longer than 2 years, as a percentage of the standard council tax rate.

For example, for year 2013:
Second homes (class A) had a council tax discount of 10% in 2013
Homes empty for longer than 6 months (class C) had a council tax discount of 0% in 2013
Homes empty for longer than 2 years had a council tax premium of 50% in 2013
