Dear South Gloucestershire Council,

Since 1995/6 your organisation has had the powers to do an attachment of earnings on all income to recover Council Tax Arrears.

Q1 .Can you tell me how many people with Council Tax arrears were automatically ordered an attachment of earnings and how many were subjected to courts summons, bailiffs, debt enforcement and removal of belongings and vehicles and subjecting families to stressful situations without your organisation doing an attachment of earnings request?
Or prior to your organisation applying for an attachment of earnings.

Q2. How many attachments of earnings did you find declined but you still chased the Council Tax bill payers for the debt anyway?

Q3. What powers does your organisation or the debt collection agencies you use, have to get information from The DVLA on vehicle ownership ?

Q4. Does your organisation believe the DVLA hold information on vehicle ownership?

Hi.

Time frame required : Since you had the powers to do deductions 1995 or 96?
According to Citizens Advice Bureau.

If you could also, do a separate set of stats for the time period of when the rules on Logbooks were changed or enforced from ownership to 'Registered Keeper' by the DVLA with regards to vehicles only.
I assume you know the date of change?

Also provide separate stats for the time period when the 20% from benefits contributions to council tax rule came in.
