Please can I request the following information under the Freedom of Information Act:

1a) In £, the total amount of Council Tax which was unpaid, by municipal year from 2012/13 and including any arrears in 2018/19 to date);

1b) The total amount of Council Tax, in £, which was owed but never paid by Universal Credit claimants since 2012/13 (broken down by municipal year and including any arrears in 2018/19 to date);

1c) The number of households in receipt of Universal Credit which are currently in arrears on their Council Tax;

2) Since the national introduction of Universal Credit from 2013 onwards, has your authority had to reduce the number of housing officers dealing with benefits queries because of a reduction in government funding? If so, please provide figures for government funding (in £) and staffing numbers (in Full Time Equivalents) before and after these reductions.

If my request cannot be met within cost limits, please can you provide me with advice on how I may refine my request,

Thank you for your request for information, made under Section 1(1) of the
Freedom of Information (Scotland) Act (FOISA), and received on 18 March
2019.

 

We would like to ask you to clarify your request so that we can identify
and locate the information which you have requested. Under Section 1(3) of
the FOISA, we do not have to supply you with the requested information
until you have provided us with more detail in this respect.

 

1b) The total amount of Council Tax, in £, which was owed but never paid
by Universal Credit claimants since 2012/13 (broken down by municipal year
and including any arrears in 2018/19 to date);

1c) The number of households in receipt of Universal Credit which are
currently in arrears on their Council Tax;

Please note that we do not know everyone who is on Universal Credit – we
only know about those who are on Universal Credit and if they also make a
claim for Council Tax reduction.  Also, Aberdeen City Council only became
live for Universal Credit in 2016.  We would therefore be extremely
grateful if you could confirm whether you would like to receive the
following sort of information:

 

1b) The total amount of Council Tax, in £, which was owed but never paid
by those Universal Credit claimants who also made a claim for Council Tax
reduction, since 2016 (broken down by municipal year and including any
arrears in 2018/19 to date).

1c) The number of households in receipt of Universal Credit (i.e. those
who also made a claim for Council Tax reduction) which are currently in
arrears on their Council Tax.

 

2) Since the national introduction of Universal Credit from 2013 onwards,
has your authority had to reduce the number of housing officers dealing
with benefits queries because of a reduction in government funding? If so,
please provide figures for government funding (in £) and staffing numbers
(in Full Time Equivalents) before and after these reductions.

We would also be grateful if you could confirm whether you are looking for
the number of benefit processors and/or customer service advisers who deal
with Council Tax and Benefits?  Please note that our Housing Officers are
paid out of our HRA (Housing Revenue Account) money and is not related to
central government funding.  Also our Housing Officers do not deal with
benefit queries.

 

Clarifying these points will help us to be sure we are providing, where
possible, the information you are interested in.  Please note we will keep

year from 2012/13 and including any arrears in 2018/19 to date;

The amount of Council tax (excluding water and waste water) outstanding as
at 31 March 2019 is as follows:

 

2012/13                £2,741,722

2013/14                £2,803,528

2014/15                £2,721,484

2015/16                £3,205,370

2016/17                £3,641,518

2017/18                £4,199,514

2018/19                £7,149,333

 

1b) The total amount of Council Tax, in £, which was owed but never paid
by those Universal Credit claimants who also made a claim for Council Tax
reduction, since 2016 (broken down by municipal year and including any
arrears in 2018/19 to date).

ACC does not hold this information in a way that would enable us to
provide it as the Census output area is not held in any form on the
Council Tax system.

 

ACC is unable to provide you with information on the total amount of
Council Tax, in £, which was owed but never paid by those Universal Credit
claimants who also made a claim for Council Tax reduction, since 2016
(broken down by municipal year and including any arrears in 2018/19 to
date as it is not held by ACC.  In order to comply with its obligations
under the terms of Section 17 of the FOISA, ACC hereby gives notice that
this information is not held by it. 

 

1c) The number of households in receipt of Universal Credit (i.e. those
who also made a claim for Council Tax reduction) which are currently in
arrears on their Council Tax.

There are 1,239 current cases where claimant or partner is in receipt of
Universal Credit, it is not known how many households this equates to and
therefore this information is not held.

 

ACC is unable to provide you with information on the number of households
in receipt of Universal Credit (i.e. those who also made a claim for
Council Tax reduction) which are currently in arrears on their Council Tax
as it is not held by ACC.  In order to comply with its obligations under
the terms of Section 17 of the FOISA, ACC hereby gives notice that this
information is not held by it. 

 

2) Since the national introduction of Universal Credit from 2013 onwards,
has your authority had to reduce the number of benefit processors and/or
customer service advisers who deal with Council Tax and Benefits because

The number of benefit processors and/or customer service advisers has not
been reduced.
