Council spending on specialist traveller educational support services

To whom it may concern,

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000. In order to assist you with this request, I am outlining my enquiry as specifically as possible. If however this request is too wide or unclear, I would be grateful if you would contact me as I understand that under the Act, you are required to advise and assist requesters.

I would like to know how much the council's focus on specialist educational support services for gypsy and traveller children has changed over the past 10 years.

As such, could the following information please be made available:

a) The amount of money the council has spent on specialist educational support services for gypsy and traveller children for the years 2008, 2009 , 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018.

I understand that under the Act, I should be entitled to a response within 20 working days. I would be grateful if you would confirm in writing that you have received this request.

We have considered your request under the terms of the Freedom of Information Act and are able to confirm that we do hold information in relation to your request. However, due to the way financial information is collated, retained and stored it is not possible to segregate the costs to the degree of detail which is required by your request within the cost limitations of the Act. In addition, it is not possible for us to retrieve full information for 10 years since we are not required to retain financial informaion for more than 7 financial years.

When a request is deemed to require excessive effort to retrieve all required information, Section 12 of FOIA allows a public authority to refuse to deal with a request where it estimates that it would exceed the appropriate limit to: - either comply with the request in its entirety or; - confirm or deny whether the requested information is held.

The appropriate limit is currently £600 for central government and £450 for all other public authorities and the time limit is calculated by using a notional cost of £25ph, or 18 hours work. This information is contained in The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulation 2004 SI 2004 No 3244.

In reviewing your request, I considered whether reducing the request down to 7 years of information from the 10 requested would sufficiently reduce the task to one which is achievable with the limit and have concluded that the limit would be reached regardless of the time period required as financial records for each year would need to be individually examined to ascertain costs incurred.
