I refer to your request for information that has been considered under the Freedom of Information Act. You have requested the following:

For the whole period that Shropshire Council has retained ESP Ltd to provide landscaping consultancy advice on planning applications, please provide the following:

1. What is the total amount that has been paid to ESP to provide landscape consultancy advice on planning applications?

2015/16 - £2,688
2016/17 - £33,467
2017/18 - £33,952
2018/19 - £41,083
2019/20 - £11,354

2. How many planning applications this total amount relates to?
3. How many of these planning applications were passed by Shropshire Council?

The information requested in Questions 2 and 3, is not held in a way that can be reported from any system electronically. To provide a response would require manual extraction and collation of information from individual planning applications over the last 5 years in order to identify anywhere ESP had been asked to provide advice. This is estimated to take more than 18 hours of staff time to collate, which would exceed the appropriate cost limit for Local Authorities of £450 (for providing information under the Freedom of Information Act).

In accordance with the Freedom of Information Act 2000 this letter is a part refusal notice to your request. If you are dissatisfied with the way your request has been handled, you may ask for an internal review. Dear Shropshire Council,

Thank you for providing the total amounts paid to ESP.

All local authorities must keep financial records for a minimum of 7 years.

Shropshire Council has already provided information from these records in response to Question 1 of this request.

With regards to Questions 2 and 3, poor record keeping is not an excuse for refusing information under the Freedom of Information Act time exemption.

However, to help you respond to what should be a straightforward extraction from records that Shropshire Council is legally obliged to retain, please provide the response for Questions 2 and 3, but this time from 1st January 2017 to the date of my original request.

Long overdue complaint to the Information Commissioner. Shropshire Council has been giving us similar runaround for months, with variety of bluffs. An arrogant and out-of-control authority. Blatantly ignoring FOIA requests, what else are they hiding out of sight? How else do we scrutinize this rotten borough?

Response:   55 applications from April 2017 onwards.

Response:  13 were granted approval.
