Council Parking Permit Charges

We're waiting for Callum Halford to read recent responses and update the status.

Please may you outline the process behind deciding the charges made for residential parking permits in the city? Whilst not a Nottingham student myself, I can't help but notice the very unfair charges you put against students as opposed to a "resident" - which your students essentially are?

Please note due to the current circumstances regarding the Covid-19
pandemic, resources across the council have been diverted to priority
front line services and as such this will undoubtedly impact on the
council’s ability to provide responses to Freedom of Information Requests.

Dear Callum Halford

On Saturday 18 April Nottingham City Council received the following Freedom of Information request from you:

“Please may you outline the process behind deciding the charges made for residential parking permits in the city? Whilst not a Nottingham student myself, I can't help but notice the very unfair charges you put against students as opposed to a "resident" - which your students essentially are?"

The council have reviewed your request carefully, in accordance with section 1(3) of the Act in its current form your request is considered to be unclear or ambiguous. The council has a duty under section 16(1) of the Act to provide advice and assistance, as far as is reasonable to do so, before the council can consider your request we will require some clarification from you.

It is unclear from your request exactly what 'recorded' information regarding charges for student parking permits you aactually require. The council's permit scheme has been in operation for many years and it is therefore unlikely the council retains any 'recorded' information regarding the justification around charges for different permit types when the schemes were introduced in Nottingham. Please also note the Freedom of Information Act only provides the requester with a right to access recorded information, and does not require the council to give an opinion or judgement that is not already recorded, or for information to be created for the purposes of a request.

Unfortunately in its current form we are unable to assist you with your request, if you are able to review your request and resubmit it so that it is a request for recorded information that might be held by the council, we would be happy to reconsider your request. Please also note due to the recent Coronavirus (COVID-19) pandemic, the back office functions for the parking permit team have been closed and officers redeployed to other areas of the council. Unfortunately this will impact on the council's ability to respond to any FOI request regarding Parking Permits until the current restrictions are relaxed.

The council appreciate your understanding during this challenging period, if you wish to review your request and resubmit it once the current situation has been relaxed the council would reconsider your request at that point, unfortunately we will be unable to address any queries you may have regarding parking permits until then.

The council is under no further obligation to respond to your request until your clarification has been provided. Please note a new reference number and 20 working day time limit will be applied the next working day after the council receives your clarification.
