Council Inspections at Ballyhalbert Park Homes
Dear Ards and North Down Borough Council,
A Council inspection was carried out early 2017, the result of this being that some internal fences were identified as being a Fire risk and would therefore need to be removed.
The residents, management and Residents' Association asked the council to identify which fences needed to be removed. and requested a return visit from the council. This request was never responded to.
So residents were appalled to receive a letter dated 23 November 2017 from management at Lifestyle Homes to state that they would be on site on 27th & 28th November to remove residents fences.
On 27th & 28th, most of residents fences, trellis etc were knocked down using hammers and brute force. The Director of Lifestyle was one of the people causing this damage. There was no need for the way in which this was carried out, as it has caused much distress and heartache to residents who take pride in their HOMES. We have all been left devastated and feeling very vulnerable.
We, the Residents' Association Committee are considering what action for redress is open to us. To enable us to gain as much information as possible to bring about legal action on Lifestyle, we would appreciate responses from the Ards and North Down Borough Council, as follows:
How many Council inspections have been carried out since the development of the Park Homes some 13 years ago?
Were these Council inspections carried out by qualified Fire Risk assessors?
Was the recent Council inspection carried out by a qualified Fire Risk assessor?
How many properties were identified as a Fire Risk?
We would appreciate an early response to this request.

Thank you for your information request.
Please find responses to your queries below:
1. How many Council inspections have been carried out since the
development of the Park Homes some 13 years ago?
The Council has a record of 10 Inspections and 8 revisits and other
visits; total 18 visits in relation to Caravan Site Licensing since the
Park opened.
2. Were these inspections carried out by qualified Fire Risk
Assessors?
The inspections were carried out in relation to the Site Licence
conditions, and were therefore carried out by Environmental Health
Officers and personnel from this department.
3. Was the recent Council inspection carried out by a qualified Fire
Risk assessor?
Again this inspection was carried out by Environmental Health Officers
with a health and safety expertise, and not fire safety officers as the
prohibition of combustible fencing at units is an absolute requirement and
not subject to a Fire Risk Assessment.
4. How many properties were identified as a fire risk?
Officers from this department did not identify individual properties as a
fire risk. The Council requested that fencing be removed in order to
comply with the site licence conditions.
I would like to advise you that if you are not happy with the way in which
your request has been dealt with an internal review can be sought through
the office of the Director of Organisational Development and
Administration within one month of receiving this response.
If you are still not satisfied following the internal review you can ask
the Information Commissioner's Office to review the Council's decision.

I would like you to clarify if the inspections were carried out on both the Holiday Park and the Park Homes sites. Or only on the Park Homes site.
4 of the 10 Inspections referred to in the total of 18 visits carried out since the development of the Park Homes were carried out on both the Holiday Park and the Park Homes sites.
The remaining visits were completed solely in relation to the Park Homes Site. Visits and revisits were completed in relation to the Holiday Park on other occasions.
