The Service can advise that reports will need to be ran for 476 cost centre code combinations at approximately 5 minutes per combination = 39.7 hours
There are likely to be in excess of 500,000 transactions which will have to be redacted as we will have individually named people and data, allowing for 10 minutes on average per cost centre combination this would = 79.4 hours
In addition this informion is not held centrally and therefore would require information from an additional two services with more redaction required taking approximately 11.9 hours

In total 131 hours at a cost of £13.77 per hour for administrative staff this would amount to £1,804 significantly exceeding the cost limit of £600 as defined by the Freedom of Information (Scotland) Act 2002.

Therefore in accordance with Section 12 of the above Act the Council is refusing the request as it would exceed the cost limit

The reporting facilities that Dumfries and Galloway Council employs to extract information from its Integra Financial Management Information System, does not have any filter facility that can identify “sensitive information”.

However, the main issue in terms of cost is not in the area of extracting the transactional information, but rather the work around redacting information around individual client names and associated information that could potentially identify the person that could be contained within the transactional information.

Unfortunately the narrowing of the request to Health & Social Care does not materially limit the number of transactions that would have to be examined to identify and redact personal information to fulfil the revised FOI request, and thus would still exceed the cost limit of £600 as defined by the Freedom of Information (Scotland) Act 2002.

Thank you for your response with data today, however, we noticed that ALL the Supplier names have been redacted! We understand individual carers paid direct from the Council is sensitive information and should be redacted, but not IFAs and companies.

The data is essentially of no use to us for analysis in its present form. I request you to please provide us with Supplier names for the data requested. In the sample data sheets we provided as examples for your reference, you would have noticed that Supplier names have been included.

I would like to add that all the Scottish Councils, barring 3, have obliged our FOI request and provided us with data in the requested format.

The Council is applying Section 38(1)(b) read in conjunction with 38(2)(a)(i) of the Freedom of Information (Scotland) Act 2002 - to disclose this information would be to disclose personal information and essentially breach Data Protection legislation, there being no condition to allow for disclosure.

Does Dumfries and Galloway not use the services of Individual Fostering and Adoption agencies? (Surely that information is not redacted) and we would be grateful if this is disclosed.
