Dear Aberdeen City Council,

As in the past, I would like to make an FOI request for all payments to suppliers who provided a service in Health and Social Care from Oct 2022 - Jun 2023. As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it & any additional descriptors.

This would include all suppliers falling under the categories :-

1. Children's services - Fostering & adoption (including payments made to independent fostering agencies and for in-house fostering), residential care, SEN (special education services)
2. Adult & elderly services - Residential/nursing care, domiciliary & supported living, care at home providers
3. Providers who carry out homeless services

In particular I am looking for itemized transactions for these suppliers - preferably in CSV format. I look forward to the information at the earliest.

apologies for delay in providing the response to you. We have completed
the necessary search for the information requested. Our response is now
detailed below.

I would like to make an FOI request for all payments to suppliers who
provided a service in Health and Social Care from Oct 2022 - Jun 2023. As
a minimum, please make sure to include the date, value and recipient of
each transaction. Please also provide details on the procurement category
of each transaction if you have it & any additional descriptors. 

This would include all suppliers falling under the categories :-

1. Children's services - Fostering & adoption (including payments made to
independent fostering agencies and for in-house fostering), residential
care, SEN (special education services)

2. Adult & elderly services - Residential/nursing care, domiciliary &
supported living, care at home providers

3. Providers who carry out homeless services 

In particular I am looking for itemized transactions for these suppliers -
preferably in CSV format. 

Please see attached the spreadsheet for all payments relevant to the
request. Within this spreadsheet, the Function column will identify the
type of provider.

· Integration Joint Board & Corporate covers potential adult services

· Customer covers Homelessness services

· Children And Family Services covers Children’s Services and SEN

Please note that the integrated nature of Education in relation to
children with ASN is such that the identification of ASN expenditure is
not possible except in the case of ASN Services or stand-alone special
schools such as Orchard Brae, as budgets and expenditure tend to be for
the whole school rather than any particular groups of children. The
attached spreadsheet shows those payments that potentially relate to SEN.

We are unable to provide you with information on itemized transactions as
the cost of providing it has been calculated as being in excess of the
statutory maximum (£600). To explain this, it would involve an Aberdeen
City Council Officer going through approx. 35,000 transactions to identify
items within. This has been calculated at 5 minutes per file, which
equates to 2,916 hours, at the cost of £43,740 in total.

In order to comply with its obligations under the terms of Section 16 of
the FOISA, we are refusing your request under the terms of Section 12 -
Excessive Cost of Compliance - of the FOISA.

The Access to Information Team would be happy to discuss ways in which you
may refine your request, so we can provide some information of interest to
you within the maximum cost limits. For example, by reducing the scope of
suppliers requested. Please do contact the Access to Information team on
01224 522166, who will be happy to advise you, if this is something you
would like to pursue.

Please note that third party names and personal details have been redacted
from the attached document. This is because we consider that this
information is excepted from disclosure.

In making this decision Aberdeen City Council considered the following
points:

We are of the opinion that Section 38(1)(b) applies to your request as the
information in question is personal information relating to living
individuals, who can be identified from it.

Further, Section 38(2)(a)(i) applies, as we consider that disclosure of
this information would be a breach of the first Data Protection Principle
(that personal information must be processed fairly and lawfully).

We handled your request for information in accordance with the provisions
of the Freedom of Information (Scotland) Act 2002.

If you are dissatisfied with the way we have handled your request or the
content of it, you are entitled to ask for an appeal. You can do this from
