Roedd y cais yn llwyddiannus.

Dear Orkney Islands Council,

I'd like to make a request under the Freedom of Information act for all transactions over £500 from 1st July 2020 to 31st December 2020. As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it & any additional descriptors.

If it would help, I am specifically looking for payments to suppliers who provide a service in Health and Social Care. This would include all suppliers falling under the following categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of the categories below
a. Children's Residential/Nursing Care Providers
b. Adult Residential/Nursing Care Providers
c. Elderly Residential/Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services

In particular I am looking for itemized transactions for suppliers from July to December 2020 - preferably in CSV format. For avoidance of doubt, I am making this request under the Freedom of Information Act. I await your response in ~20 working days.

Thank you,
Yours faithfully,
Nikhil Prabhu

Dear Sir/Madam

Freedom of Information (Scotland) Act 2002 – Request for Information

Thank you for your information request dated 11 February 2021 and received on 11 February 2021. Our reference is FOI 2021-0114. This is being dealt with under the Freedom of Information (Scotland) Act 2002.

We are considering your request. We may be in touch soon to ask for further clarification or to offer advice and assistance if we are not able to fulfil your request in its present form.

The legislation allows us up to 20 working days from the date that we receive a valid request, including any clarification we need to make a final response. We will be in touch within 20 working days of receipt of your initial request to provide our response or to seek clarification where necessary. We hope to give you the information you are looking for at an earlier date if possible.

The Council is under significant pressure to deliver only essential services whilst the current social isolation measures are in place within the UK. Whilst we have a legal obligation to respond to FOIs, EIRs and SARs, we are unlikely to be able to respond at present within the normal timescales and there will inevitably be some delays. We apologise for any inconvenience, although we are sure that you will fully understand the situation.

Dear Katy/foi,

Thank you for your response & query.

With regards to 2g "suppliers of homelessness services", we are referring to :-

Services such as finding temporary/affordable social housing or short-life leasing schemes for the homeless, providing informal move on support. Providing free legal advice and court attendance to help people who’ve lost their homes or are facing eviction. Specialist support like for substance abuse.

Additionally, the payment transactions involved would generally fall under 3 types :-

1. Accommodation Expenses - these would include for eg payments to Bed and Breakfast type accommodations - hostels, etc to give homeless people a roof over their head, a meal and other basic amenities
2. Support Services type transactions - these could include help to enable homeless people to turn their lives around and other support services like transport, assistance with interviews, etc &
3. S17 type transactions - which we understand might be redacted - it gives us an idea of the problem - the support systems required. It gives us an understanding so when we apply economic and other matrices we can understand the outcomes in the future.

Hope this clarifies how this request relates specifically to care in relation to 2g.

Yours sincerely,
nikhil prabhu

Ms Duff, the data is still cut-off.

The "Description" column values are like --> CROSSROADSCA
AGESCOTLANDO
CATCHSCOTLAN

We cannot interpret the supplier names in this manner. Could you please have someone from the IT/Finance department have a look at it?

Kind regards,

Dear Sir/Madam

I have reviewed the attachment that I sent and I can see the full details, for example CROSSROADSCAREORKNEY, AGESCOTLANDORKNEY and CATCHSCOTLAND. As these are full details we have provided the details as requested.

Ok Ms Russell-Duff, unfortunately, for whatever reason that is not the case at my end.

Could you please try one more file transform, in CSV format? I'm afraid the data is of little use in its current form, as I would have a conduct an elaborate exercise to determine the correct names!

I will let you know if I think of anything else.

Dear foi/Administrative Officer Ms Russell-Duff,

Thank you so much, this works!! I can see the full names now! (Previously the names were cut-off after 12 characters).

I appreciate your prompt action!

Kind regards,
Nikhil Prabhu

Dear foi,

I just have one quick question: Have the supplier names for Home Care & Specialist care for children been correctly redacted? i.e., are all those payments ONLY to individuals?

Thank you
Yours sincerely,
nikhil prabhu

foi, Orkney Islands Council

Dear Sir/Madam

The names provided are the companies/organisations that provide the care. There are no identifiable service users names provided.

Ok, Thank you Ms Katy Russell-Duff.

It was just in one of the sheets (I think the latest one), where the data was missing. I just copied it over from one of the previous sheets - However that data was in the truncated form. So if you could please give me the full-forms of the following names, that would be greatly appreciated :- CROSSROADSCA, AGESCOTLANDO, VOLUNTARYSER, THELILIASGRA & CUROSALUSLTD. The last one should be Curo Salus Ltd., I guess.

Yours sincerely,
nikhil prabhu

foi, Orkney Islands Council

Dear Sir

Further to your undernoted email, please find below the details requested:

CROSSROADSCA Crossroads Care Orkney
AGESCOTLANDO Age Scotland Orkney
VOLUNTARYSER Voluntary Services Aberdeen
THELILIASGRA The Lilias Graham Trust
CUROSALUSLTD Curo Salus Ltd

Hope that helps.
