Dear Comhairle nan Eilean Siar,

I'd like to make a request under the Freedom of Information act for all transactions over £500 from 1st Jan 2020 to 30th June 2020. As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it.

If it would help, I am specifically looking for payments to suppliers who provide a service in Health and Social Care. This would include all suppliers falling under the following categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of the categories below
a. Children's Residential/Nursing Care Providers
b. Adult Residential/Nursing Care Providers
c. Elderly Residential/Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services

In particular I am looking for itemized transactions for suppliers from Jan to June 2020 - preferably in CSV format. For avoidance of doubt, I am making this request under the Freedom of Information Act. I await your response within 20 working days.

Thank you for your request submitted under the Freedom of Information
(Scotland) Act 2002. I need to advise you that your request is likely to
take a considerable amount of time to gather this information and a charge
of £12.14 will apply. This has been calculated in accordance with the Act
as follows; 2.5 days at Officer level (£12.00per hour) =£221.40, the Act
requires us to deduct the first £100.00 and then to charge 10% of the
remainder.

However, in accordance with Section 9 of the Act, the Comhairle would be
happy to consider any possible amendment of your request so as to narrow
its scope (and therefore the cost of complying with it).  Please contact
us if you believe that the scope of your request can be narrowed.  I would

Thank you for your response, confirming that removing question 2(g) would not reduce the time spent on this request. However, it seems very unreasonable that it has taken over a month to come to that conclusion and, as such we are disappointed with the outcome. But for lack of time, we kindly request you to instead please supply us with the entire Council expenditure for the Jan-Jun 2020 time-period, itemized by payments to suppliers. That would avoid having your officer spend a considerable amount of time gathering the specific Health & Social Care information I had specified before.

I have completed my review of how your request was answered.  I have
sought confirmation that the information which was originally provided to
you in response to your request was correct, and it has been confirmed
that it was.  I note that your request was for transactions of £500 or
more.  I am informed that the majority of fostering transaction were below
that amount, which will probably explain why there were so few in the
response.

Should you remain dissatisfied after completion of the review process you
