Dear Nottingham City Council,

I'd like to make a request under the Freedom of Information act for all transactions over £500 for entire year 2018 & Feb 2019 . As a minimum, please make sure to include the date, value and recipient of each transaction.

If it would help, I am specifically looking for payments to suppliers who provide a service in Health and Social Care. This would include all suppliers falling under the categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of below -
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services

In particular I am looking for itemized transactions for suppliers - preferably in CSV format. I look forward to the information at the earliest.

Thank you for your response.

I would like to appeal against the council’s decision to refuse information as they feel the cost would exceed £450.

All councils now have a sophisticated accounting system which enables information to be downloaded using the in-built software. This software should have filters to enable data without compromising any sensitive information. As an accountant myself I use this facility extensively.

We feel the cost in downloading and assessing the data should not exceed £450 as much of the work would be done by the machine itself. We therefore would like to appeal against the council’s refusal to provide information as they feel the cost will exceed the threshold.

In particular I am looking for itemized transactions for 2018 & Feb 2019, for all suppliers who provide a service in Health and Social Care ONLY - preferably in a CSV format. This would include all suppliers falling under the following categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of the categories below :-
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers

Dear Nikil Prabhu, I am sorry for the delay in the responses to your request for an internal review for case 12983.

Unfortunately when your complaint was received I was off sick, to compound matters this coincided with the other FOI officer at Nottingham City Council being on annual leave.

As there are only 2 officers who handle FOI requests and complaints for the council and we receive over 100 requests a month you can imagine this has had an impact on some of our response deadlines not being met recently.

I am currently trying to address your complaint, unfortunately one of the finance specialists who I need to consult is away until early February. I will try to resolve your complaint at the earliest possible time and I am currently liaising with our finance team to see if there is any way we can extract the data you require. Unfortunately this is outside my area of expertise or knowledge so I am reliant on the specialist knowledge of accountants and those who manage our finance system Oracle to address your queries.

I will endeavour to keep you updated regarding the progress of my investigations and hope to provide an indication of when you will receive a response to your request for an internal review.

As per our previous correspondence I am currently trying to address your complaint, unfortunately one of the finance specialists who I need to consult was away until early February. The officer has only just returned.
