I'd like to make a request under the Freedom of Information act for all transactions over £500 from 1st April 2017 to 31st December 2018. As a minimum, please make sure to include the date, value and recipient of each transaction.

If it would help, I am specifically looking for payments to suppliers who provide a service in Health and Social Care. This would include all suppliers falling under the categories :-

1. Payments to suppliers who provide fostering and adoption services to the Council
2. Payments to suppliers who provide care services to the council. This would include suppliers who provide care under each of below -
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services

In particular I am looking for itemized transactions for suppliers from 1st April 2017 - 31st December 2018 - preferably in CSV format.

Dear Birmingham City Council,

I would like to appeal against the councils decision to withhold data under section 21 of the Freedom of Information Act (FoIA), which states "we are not required to provide information in response to a request if it is already reasonably accessible to you."

We can confirm that pre 1st April 2018, Birmingham Council has published in detail all transactions for Social and Health Care made by the Council via their website (data has been on Data Factory https://data.birmingham.gov.uk/organizat...). The transactions pre 1st April 2018 included both Childrens and Adult Services details.

However, post 1st April 2018, Birmingham council have now stopped publishing transactions for Childrens Services. (These services include payments made to Independent Fostering Agencies, payments made to Adoption Agencies, payments made to Children’s Residential Care Home providers, payments made to juvenile agencies to look after Homeless children and redacted transactions for Fostering, Adoption, Homeless and Children’s Residential Care). In particular I am looking for itemized transactions for suppliers from 1st April 2018 - 31st January 2019 - preferably in CSV format by supplier, date and value.

We would be grateful if Birmingham Council please provide us this information. We feel the above transactions have not been published by the council and are not reasonably accessible to us. The non-publication and non-accessibility hence contradicts section 21 of the Freedom of Information Act 2000.

If it would help, we are a research organisation creating high level Analytics and Artificial Intelligence on Social and Health care in the UK and hence require aforesaid FOI data to generate meaningful insights into the market, as well as to predict the impact of socio-economic factors on it.

Further to our previous email we have now reviewed our response and can
confirm that the response should have read that the section 21 only
applied to the elements that related to BCC held information i.e.  the
adults social care data.
 
The information in relation to children's social care data post 2018 will
need to be a new request to Birmingham Children's Trust who are data
controllers in their own right.  They would need to respond accordingly.
 
I can pass your request over to them if you would like me to.  Please
advise.
