Dear Blackpool Borough Council,
I wish to know how many of the council's employees have currently declared an outside business interest.In addition I wish to know how many of those employees who have declared an outside business interest are payed at spinal point 29 or above. I also wish to know how many written authorisations have been issued by chief officers as outlined within section 6 of the Code of Conduct - Officers, issued in September 2014, and the dates on which they were issued.

I am writing to request an internal review of Blackpool Borough Council's handling of my FOI request 'Council employee's outside business interests.'.

Blackpool council has failed to respond to this request within the statutory time frame, and has subsequently failed to respond to an e-mail requesting an explanation for this failure.

Dear FOI,
Thank you for your belated response dated 4th July 2015, your reference 150472/DT/F20.
As this appears to be a largely incomplete response please indicate a time frame for a complete response. In addition please ensure that the numbers supplied include both positive and negative submissions I.E. those employees who have confirmed that they have no outside business interest as well as those who have declared a business interets. I note that you have attributed your limited response to the unavailability of the departmental co-ordinators. if it assists, you may wish to consult the annual report on returns which I believe the co-ordinators are required to submit to the council's chief exec. In a similar vein chief officers are also required to maintain a register of any letters of authority issued by them. Your reference to a manual system is at best misleading. The idea that Blackpool Council keeps this information on paper is preposterous. The individual co-ordinators will clearly have this information stored on a spread sheet at the very least, and it will therefore be easily manipulated and available for consultation. I look forward to a prompt and complete response and would remind you of your duty under the FOI Act to assist me in my attempts to elicit this information.

Dear FOI,
Further to my earlier response dated 05/07/15. Having further reviewed your response dated 03/07/15, reference 150472/DT/F20. I note your observation that the form submitted by council employees to declare an outside business interest does not have the facility to idnetify if the employee is payed at scale point 29 or above. Therefore can you outline the process employed by the council to identify those employees notifying a business interest who are also payed at scale point 29 or above. If no such process exists, then please state this in plain language.

While this request has been partially answered, the information received is very scant. I have replied asking for clarification of time scales for a complete response. Blackpool council frequently falls back on the "manual systems " excuse. This is clearly an attempt to evade their responsibility on the grounds of time or cost.

Your response is as usual guarded and full of obfuscation. I will not accept your suggestion that I make an assumption as to the number of employees who have submitted a negative declaration, as I believe I asked you to state in plain english if you did/did not posses this information.
I will now consider my position in respect of this matter and respond in due course.
