Council Contracts honoured during Covid pandemic

We're waiting for Desmond Roberts to read recent responses and update the status.

Dear South Ayrshire Council,

Please provide the following information on monies paid to South Ayrshire Council Taxi and Private Hire Booking Offices/Companies through out both Lockdowns during the Covid pandemic, to honour travel contracts that were in place during school closure, which would otherwise have been fulfilled by said companies.
Please provide:

Company Name: Amount received in Lockdown 1 (March 20 - July 20)?
Confirm what percentage of the agreed contracts this amount was?
Amount received in Lockdown 2 (Dec 20 - Apr 21)?
Confirm what percentage of the agreed contracts this amount was?

Please provide information on what measures and follow ups were put in place to ensure these funds were then distributed as intended to the self employed drivers carrying out the contracts by the booking offices?

Good afternoon

 

Thank you for your recent enquiry which was given the above reference
number.

 

Please provide the following information on monies paid to South Ayrshire
Council Taxi and Private Hire Booking Offices/Companies throughout both
Lockdowns during the Covid pandemic, to honour travel contracts that were
in place during school closure, which would otherwise have been fulfilled
by said companies. Please provide: Company Name: Amount received in

This information cannot be easily extracted from Education Management
Information Systems or Oracle Financials. To facilitate would require
clerical staff to work through budget and transaction reports and supply
detail to transport administrative officer for collation and presentation

 

Total No of Staff 1 (Central Transport Team) X total no of hours) = 35
hours to complete exercise – extract detail from Oracle, ensure payments
relate to Lockdown 1 & 2 reconciling against purchase order information

 

Total No of Staff 1 (Central Transport Team) X total no of hours) = 15
hours to complete exercise – to analyse raw data, collate and present in a
format that meets the requirements of the request

 

50 x £12.33 (hourly rate) = £616.50

 

This information is therefore exempt under Section 12 of the Freedom of
Information (Scotland) Act 2002.

 

In relation to the percentage value paid. South Ayrshire Council committed
to pay 75% of the contract value for both Mainstream and Additional
Support Needs provision. This agreement was applied in both lockdown
periods.

 

In terms of measures put in place to ensure payments were passed on to
drivers and escorts, there was no formal process put in place but
communication was sent to all frameworks contractors outlining expectation
to fully comply.

 

If you are dissatisfied with the handling of your request you can ask for
a review.  A request for a review must be submitted within 40 working days
