Council contact with Channing School

The request was refused by Haringey Borough Council.

Dear Haringey Borough Council,

Can you please send me copies of all correspondence (including meeting notes, records of site visits, phone conversations etc) regarding Channing School and parking in the area of the school. This is to include but not be limited to communication between the council (transport team, planning team, engineers and others, and its agents) and Channing School (including their contractors). Please ensure that all communications between the Council and the school regarding The Bank and Highgate Hill are included even if they are not about parking. Reports about the state of The Bank are to be included.

Yours faithfully,

Simon Briscoe

FOI, Haringey Borough Council

Dear Mr Briscoe,

Thank you for your email.

Unfortunately your request is too wide and unclear in its current form. We
need to know what information exactly you would like and the dates you
believe this was sent/had in.  Please clarify what the information about
parking relates to and what do you mean by reports about the state of The
Bank.

We look forward to hearing from you in due course.

Yours sincerely,

Dear FOI,

To clarify:

Can you please send me copies of all correspondence (including emails, meeting notes, records of site visits, phone conversations etc) with Channing School which mention parking in the area of the school.

Please ensure that all reports about the physical state (engineers'/officers' reports?) of The Bank (this is a road in N6) are included.

To cover the last five years.

Yours sincerely,

Simon Briscoe

Dear Mr Briscoe,

Thank you for your information request below,

Can you please clarify if you are requesting information regarding
Channing Junior School rather than Channing School for Girls?

Regarding your request for correspondence with Channing School which
mentions parking in the area of the school.

Can you please clarify what information you particularly wish to obtain,
including any dates or period of time relevant to the information
required. For example are you requesting information held by Parking
Enforcement or Planning etc.

Please note that we will take no further action on this request until we
receive clarification from you.

Dear FOI,

The junior and main school are all part of the same school.

I cannot tell you what I want as I do not know what you have! Hence the request.

Dear Mr Briscoe,

We can log your request for :  all reports about the physical state
(engineers'/officers' reports?) of The Bank (this is a road in N6),
however, you will need to provide a time scale.

Regarding your request for ‘all correspondence with Channing School which
mentions parking in the area of the school.’ This is just too broad. If
you tell us your reason for wanting this information, we would be better
able to advise on alternative approaches.

Dear FOI,

I already said the time scale was five years.

I do not think that "all correspondence with Channing School which mentions parking in the area of the school" is too broad -it is very precise! So please keep it as that. If you are going to decline it (on what grounds?) then please do so quickly so that I can appeal.

Yours sincerely,

Simon Briscoe

Dear Mr Briscoe,

Thank you for your email below.

We can’t ask every office in the Council to search for correspondence with
Channing school/parking as this would be too time consuming.

Section 12 of the Freedom of Information Act allows public authorities to
refuse requests for information where the cost of dealing with them would
exceed the appropriate limit, which for local government is set at £450.
This represents the estimated cost of one person spending 18 hours in
determining whether the department holds the information, locating,
retrieving and extracting the information.

I am therefore asking you to clearly describe the information that you
require; which team/service in the council would hold it.

Please note that we will take no further action on this request until we
receive clarification from you.

We will log you request for : All reports about the physical state
(engineers'/officers' reports?) of The Bank (this is a road in N6) - to
cover the last five years.

You will receive an acknowledgement in due course.

Dear FOI,

"We can’t ask every office in the Council to search for correspondence with Channing school/parking as this would be too time consuming." I am sorry you are not able to do anything better than that - only you know how information is stored. How am I to know where you keep stuff?

How about searching in the offices of the CEO, director for planning (does that include the planning teams and transport teams), commerical and operations, customer services, and the legal team? That would seem to be a small fraction of your total outfit: http://www.haringey.gov.uk/sites/haringe...

FOI, Haringey Borough Council

Dear Mr Briscoe,

Thank you for your email.

The Freedom of Information Act 2000 requires the applicant (yourself) to
clearly describe the information that is requested. In its current form
your request is still too vague (correspondence with Channing
school/parking). We need you to expand on the description of the
information you require. For example is it relating to a planning
application that you have a reference for? Is there a specific issue about
parking that would have been corresponded about? If we ask officers to
search for ‘Channing School’ and ‘Parking’ it may not provide enough of a
search variable to be useful or it may generate too much information that
may take an officer over 18 hours to review.

We are unable to take any action until this is received; as it stands this
matter will not be progressed further. We look forward to hearing from you
in due course.

Yours sincerely,

Dear FOI,

Hello. We spoke and you asked me to resubmit this request. I do now resubmit.

My original request (24/10) was:

"Can you please send me copies of all correspondence (including meeting notes, records of site visits, phone conversations etc) regarding Channing School and parking in the area of the school. This is to include but not be limited to communication between the council (transport team, planning team, engineers and others, and its agents) and Channing School (including their contractors). Please ensure that all communications between the Council and the school regarding The Bank and Highgate Hill are included even if they are not about parking. Reports about the state of The Bank are to be included."

Please note the previous emails you have sent me on this request on 4 , 8 and 10 Nov, 24, 25 and 27 Oct and my responses to them. It is a shame that three weeks has been wasted on what is not a silly or unresaoble request.

Yours sincerely,

Simon Briscoe

Dear Mr Briscoe,

I refer to your request for “copies of all correspondence (including
meeting notes, records of site visits, phone conversations etc) regarding
Channing School and parking in the area of the school” received on 14
November 2016.

Please find attached an email received from Channing School in response to
a public consultation about parking at that location. For completeness I
have also attached the consultation report.

I have also attached notes of a meeting that was held on 2 November 2016.
I believe that you attended that meeting and have already been sent the
notes but I am resending them for the sake of completeness.

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact the Feedback and
Information Team as below. (Please note you should do this within two
months of receiving this response.)

Dear Haringey Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Council contact with Channing School'.

Thank you for the prompt response. Sadly it included only one email when there are many more. You have been in discussion with the school for several years about the parking on The Bank and there will be meeting notes, phone conversations, emails and much more that you need to share.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/c...

Yours faithfully,

Dear Mr Briscoe,

Re: Freedom of Information Act Request ref: LBH/5790916

Thank you for your request for information received on 04 November 2016,
in which you asked for the following information:

All reports about the physical state (engineers'/officers' reports?) of
The Bank (this is a road in N6) - to cover the last five years.

My response is as follows:

Our Structural Engineering Manager has advised that the last report
carried out was the inspection and assessment report by Frankham. I
believe that you already have a copy of this as it was provided at the
meeting on Wednesday 2nd November 2016 which you attended.

I attach a copy of a SUPERFICIAL BRIDGE INSPECTION REPORT 2014- 2015. We
have no other reports but we are due to carry out a further inspection
next year with an update on the condition of the wall.

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact the Feedback and
Information Team as below. (Please note you should do this within two
months of receiving this response.)
