Council Climate Change Action Scorecard and 20mph speed limits
Dear Stockport Metropolitan Borough Council,
One of the criteria in the Council Climate Change Action Scorecard is a Local Authority's commitment to a 20mph speed limit on restricted roads. Local Authorities in Wales and in Scotland will soon be implementing 20mph as a national norm.
In order to assess progress towards 20mph in England, 20's Plenty for Us requests answers from Stockport Metropolitan Borough Council to the following:
1. Do you have plans in place to make 20mph the norm or default speed limit for most restricted roads?
2. Have you requested the UK Government to set 20mph as the default speed limit for restricted roads in England?
3. Are you committed to Vision Zero as part of your traffic/transport strategy?

Dear Applicant,
Please consider this as our formal response to your information request which
was logged under the above reference number and treated as a request made under
the Environmental Information Regulations (EIR) 2004.
1. Do you have plans in place to make 20mph the norm or default speed limit for
most restricted roads?
The motion to Council on 15th July 2021 identified that 20mph speed limits and
20mph zones including those around schools had been used for a number of years
in Stockport.
The Notice of Motion went on to propose the establishment of an all Party
Working Group "to seek to implement a borough -wide 20 mph speed limit on
residential roads as soon as possible" including considering how to identify and
manage areas where the lower speed limit may not be appropriate: exploring the
trialling of average speed cameras on main roads and seeking the
re-establishment of Community Speed watch in conjunction with Greater Manchester
Police.
In addition, information was requested regarding the costs and implications for
each ward to be assigned a Speed Indicator Device rather than shared at an area
committee level and to explore and identify where school crossing patrols could
be reintroduced outside schools to further address road safety issues around
schools.
Following the all-party working group meeting the Council is currently working
on a Borough-wide 20mph zone policy, and has received funding from the
Integrated Transport Budget to gather data via traffic and speed counts to
inform this policy. A report will be produced recommending a policy on 20mph
speed limits and zones based on the finding of these and other traffic and speed
counts undertaken.
2. Have you requested the UK Government to set 20mph as the default speed limit
for restricted roads in England?
No formal request has been made from the Council to the UK government to set
20mph as the default speed limit for restricted roads in England.
3.Are you committed to Vision Zero as part of your traffic/transport strategy?
The council has not adopted any formal policy position regarding Vision Zero.
However, as part of Greater Manchester we are working with Transport for Greater
Manchester on this issue.
Documents held by Stockport Metropolitan Borough Council may fall under the
