Dear City of York Council,

One of the criteria in the Council Climate Change Action Scorecard is a Local Authority's commitment to a 20mph speed limit on restricted roads.  Local Authorities in Wales and in Scotland will soon be implementing 20mph as a national norm.

In order to assess progress towards 20mph in England, 20's Plenty for Us requests answers from York City Council to the following:  

1. Do you have plans in place to make 20mph the norm or default speed limit for most restricted roads?

2. Have you requested the UK Government to set 20mph as the default speed limit for restricted roads in England?

3. Are you committed to Vision Zero as part of your traffic/transport strategy?

I am writing to request an internal review of City of York Council's handling of my FOI request 'Council Climate Change Action Scorecard and 20mph speed limits'.

The original request for the information was made directly by email from 20s Plenty in January 2023. The email was delivered, but no response received.

A follow up request via What Do They Know was made on 28th March and an acknowledgement received, but no answer.

Firstly please accept our apologies for the late response to your initial
request for information.

Please see below the response to your enquiry under the Freedom of
Information Act (FOIA) / Environmental Information Regulations (EIR).

• Do you have plans in place to make 20mph the norm or default speed
limit for most restricted roads?

Response – The City of York Council already have many areas and
residential streets covered by 20mph speed limits, these are mostly in the
urban area within the outer ring road but also include school safety zones
elsewhere.  There are no current plans to make 20mph the default speed
limit for York, however, as of last Thursday (4/5/23), control of the
council has switched from a Lib-Dem / Green coalition to the Labour
party.  This could potentially bring about a change in policy in relation
to default speed limits, however, this is not a policy specifically
referred to in their election manifesto.

• Have you requested the UK Government to set 20mph as the default speed
limit for restricted roads in England?

Response – The City of York Council have not petitioned the UK Government
to set 20mph as the default speed limit for restricted roads in England.

• Are you committed to Vision Zero as part of your traffic/transport
strategy?

Response – The City of York Council are not currently committed to Vision
Zero but we are in the process of producing a new Local Transport Strategy
and Local Transport Plan which will have policies related to road safety
and a reduction of casualties and severity contained therein.  Whether
this stretches to adoption of a full Vision Zero strategy is yet to be
determined.
