Dear Bournemouth, Christchurch and Poole Council,

One of the criteria in the Council Climate Change Action Scorecard is a Local Authority's commitment to a 20mph speed limit on restricted roads.  Local Authorities in Wales and in Scotland will soon be implementing 20mph as a national norm.

In order to assess progress towards 20mph in England, 20's Plenty for Us requests answers from Bournemouth, Christchurch and Poole Council to the following:  

1. Do you have plans in place to make 20mph the norm or default speed limit for most restricted roads?

2. Have you requested the UK Government to set 20mph as the default speed limit for restricted roads in England?

3. Are you committed to Vision Zero as part of your traffic/transport strategy?

Good afternoon, further to your request for information received on 29 March please find below the material that you asked for.

1. Do you have plans in place to make 20mph the norm or default speed limit for most restricted roads?

There is currently no plan to make 20mph the norm or default speed limit for most restricted roads in the BCP Council area.

2. Have you requested the UK Government to set 20mph as the default speed limit for restricted roads in England?

BCP Council has not requested the UK Government to set 20mph as the default speed limit for restricted roads in England.

3. Are you committed to Vision Zero as part of your traffic/transport strategy?

BCP Council has a Climate Action Strategy 2023 which sets out two Strategic Aims:

Strategic aim 1 - To make BCP Council and its operations carbon neutral by 2030

Strategic aim 2 - To work with the wider community to make the region carbon neutral before the UK target of 2050.

The Council has started work on a refreshed Local Transport Plan that will aim to be in line with national requirements set out in the forthcoming Local Transport Plan guidance soon to be issued by central government. The new Local Transport Plan will be adopted by the end of 2024.

In regard to your further inquiry.

The Council is part of a road safety partnership called Dorset Road Safe (DRS) and more information about that can be found here, including the DRS Strategy document:

Within that you will see it is stated that:

"Our vision is to improve road safety by reducing the number of road deaths and serious injuries in Dorset by 40% to 213 KSIs by 2030 compared to the five year baseline for 2015 to 2019 of 355 KSIs with a vision of zero KSIs by 2050."
