Dear Neath Port Talbot County Borough Council,
I’m requesting Information regarding Costs on several different matters,
Firstly I would like to know
The Cost Per placement at YSGOL MAES Y COED special needs school?
I would like to know how many out of county School placements there currently are?
The cost of those placements?
And how many are primary school age?
And secondary school aged?
How Speech and Language costs are allocated?
What is the service level agreement for O.T and SaLT?
Do schools have to stay within the SLA Budget?
Cost per child for school transport? Per annum
What is the cost of :-
Level 1 Teaching Assistant?
Level 2 TA?
Level3 TA? (At YSGOL MAES Y COED)
Can you give me the rate of inflation costs on any special needs schools over the past five years?
What The % Is on Rising costs Within NPT?

Further to your request for the information dated 20th May 2020, Neath
Port Talbot County Borough Council’s response is as below:-
1. The Cost Per placement at YSGOL MAES Y COED special needs school?
NPTCBC Response: The cost of a band G planned place at Ysgol Maes Y Coed
is £21, 204 per annum.
2. I would like to know how many out of county School placements there
currently are?
NPTCBC Response: 42
3. The cost of those placements?
NPTCBC Response: £948,181
4. And how many are primary school age?
NPTCBC Response: 21
5. And secondary school aged?
NPTCBC Response: 21
6. How Speech and Language costs are allocated?
NPTCBC Response:
Speech and Language costs are allocated on need and are reviewed by the LA
and Health Board.
7. What is the service level agreement for O.T and SaLT?
NPTCBC Response:
The Health Board has a duty to provide the Occupational Therapy provision
outlined on learners’ Statements of SEN. The Service Level Agreement
(SLA), between the LA and Swansea Bay Health Board, commissions
Occupational Therapists to focus specifically on enhancing universal
provision across all schools in NPT. If required, these therapists are
also used as an additional resource to support individual learners with a
level of statutory provision.
In regards to Speech and Language Therapy (SaLT), the SLA details the
arrangements between the LA and Health Board in regards to the delivery of
statutory provision, as outlined on learners’ Statements of SEN. This
includes the commissioning of therapists.
The LA and Health Board work closely to review both OT and SaLT provision
and ensure pupils’ needs are met
8. Do schools have to stay within the SLA Budget?
NPTCBC Response:
Where Health don’t provide, the LA determine any amendments to the SLA
budget to ensure pupils’ needs are met.
9. Cost per child for school transport? Per annum?
NPTCBC Response:
The cost of transport is calculated per route.
Occupancy levels (number of pupils) within each taxi depend on vehicle
type and are determined by pupils’ needs.
The LA are therefore unable to provide a specific cost without knowing
individual pupils’ details.
10 What is the cost of :-
Level 1 Teaching Assistant?
Level 2 TA?
Level3 TA? (At YSGOL MAES Y COED)?
NPTCBC Response:
Due to the level of care and support the pupils in Ysgol Maes Y Coed, the
school does not employ Level 1 TAs.
Please see below overview of costs for Level 2, 3 and 4 TAs:
TA Level 2 point 3 £18,800 (32 hours per week)
TA Level 2 point 5 £ £19,560 (32 hours per week)
TA Level 3 point 10 £19,058 (27.5 hours per week)
TA Level 3 point 17 £22,531 (27.5 hours per week)
TA Level 4 point 10 as above (27.5 hours per week)
TA Level 4 point 22 £25.003 (27.5 hours per week)
The above costs reflect term time only with 5 years’ service and include
all on-costs.
11. Can you give me the rate of inflation costs on any special needs
schools over the past five years?
