Costings for mother and baby placements

We're waiting for Dominic Barnes to read a recent response and update the status.

Dear Bolton Metropolitan Borough Council,

Please could you provide me with a breakdown in costings of what you would expect to pay an Independent Fostering Agency for:

A) 12 week PAMS assessment
B) 12 week family accommodation (cost for mother and baby) per week
C) Additional costing of additional child (for 12 weeks) per week
D) Additional cost if father is involved in assessment (12 weeks) per week
E) Supervised contact (cost per hour)
F) Transportation (time and mileage)

September 2019, I write to advise you that the information that you have

Our Response

 

Having consulted with the service I have been advised that we are unable
to provide the information requested due to the way in which we hold our
records.  The relevant guidance from The Information Commissioner’s Office
states:

 

The FOIA and the EIR apply to information held by public authorities. They
do not have to create new information to respond to requests. A public
authority is not creating new information where:

 

• it presents information it holds in the form of a list or schedule;

• compiling an answer to a request involves simple manual manipulation of
information held in files; or,

• it extracts information from an electronic database by searching it in
the form of a query.

 

Section 11 FOIA requires a public authority to provide information in the
manner requested if this is reasonably practicable.

 

If extracting the information relevant to the request requires a high
level of skill and judgement, this would amount to creating new
information not already held.

 

In compiling information from records that need to be examined manually,
the complexity of the calculation is a factor to take into account when
considering whether information is held.

 

In view of the above we are unable to respond to your request as to do so
would require us to create new information.

 

As per the Information Commissioners Office’s Freedom of Information Code
of Practice, should you disagree with our decision, you may appeal within
