Cost to the authority of Universal Credit

Please can I request under the Freedom of Information Act:

a) Any estimate of the total monetary cost to your authority of the introduction of Universal Credit since its inception in 2013 (ideally broken down by municipal year and including 2018/19 to date);

b) The total monetary value of any crisis loans funded by yourselves and given to Universal Credit claimants since January 1 2013;

c) The total funding given by yourselves to third-sector organisations for the purpose of supporting Universal Credit claimants since January 1 2013;

d) The cost to yourselves of offering support or advice to Universal Credit claimants who are in financial difficulty or struggling with the process of claiming Universal Credit since January 1 2013;

If the following request cannot be met within cost limits, please provide advice on how I may refine my request.

in the cost of introducing Universal Credit only or the cost since the
introduction of Universal Credit? What type of costs are you asking about?

 

Clarifying these points will help us to be sure we are providing, where
possible, the information you are interested in.  Please note we will keep

Hi, happy to clarify:

I'm looking for any costs the authority has incurred since the introduction of Universal Credit.

This may include:

Costs of training staff or providing staff to advise UC claimants;
Grants or loans to UC claimants who have been in difficulty;
Grants paid out to organisations which help UC claimants;
Unpaid council tax or (if you have council houses) social housing rent by Universal Credit claimants;
Any other knock-on or unforeseen costs of the introduction of UC on your organisation.

Thank you for your information request of 19 March 2019. Aberdeen City
Council (ACC) has completed the necessary search for the information
requested. Our response is now detailed below.

 

a) Any estimate of the total monetary cost to your authority of the
introduction of Universal Credit since its inception in 2013 (ideally
broken down by municipal year and including 2018/19 to date); I'm looking
for any costs the authority has incurred since the introduction of
Universal Credit. This may include:

 

Costs of training staff or providing staff to advise UC claimants; Grants
or loans to UC claimants who have been in difficulty; Grants paid out to
organisations which help UC claimants; Unpaid council tax or (if you have
council houses) social housing rent by Universal Credit claimants; Any
other knock-on or unforeseen costs of the introduction of UC on your
organisation.

We do not hold this information. There is no way to differentiate between
work; training and travel done for UC claimants & tenants and work done
for other claimants & tenants.

 

ACC is unable to provide you with information on Any estimate of the total
monetary cost to your authority of the introduction of Universal Credit
since its inception in 2013  as it is not held by ACC.  In order to comply
with its obligations under the terms of Section 17 of the FOISA, ACC
hereby gives notice that this information is not held by it. 

 

b) The total monetary value of any crisis loans funded by yourselves and
given to Universal Credit claimants since January 1 2013;

£90,990.37

 

c) The total funding given by yourselves to third-sector organisations for
the purpose of supporting Universal Credit claimants since January 1 2013;

No funding has been provided by ACC to third sector organisations
specifically for the purpose of supporting Universal Credit claimants.
Funding has been provided to various agencies for general benefits advice
& support (including UC); welfare rights; money advice and income
maximisation but there is no way to differentiate how much money was spent
on solely UC.

 

d) The cost to yourselves of offering support or advice to Universal
Credit claimants who are in financial difficulty or struggling with the
process of claiming Universal Credit since January 1 2013;

We do not hold this information. There is no way to differentiate between
support and advice for UC claimants & tenants and support and advice for
other claimants & tenants.

 

ACC is unable to provide you with information on The cost to yourselves of
offering support or advice to Universal Credit claimants who are in
financial difficulty or struggling with the process of claiming Universal
Credit since January 1 2013 as it is not held by ACC.  In order to comply
with its obligations under the terms of Section 17 of the FOISA, ACC
hereby gives notice that this information is not held by it.
