Dear Somerset County Council,

Please can you tell me the cost to the council for the Olympics?

Can you also tell me from which fund was the budget allocated?

Please could you provide a breakdown of the costs such as extra pay for staff, extra cost of policing, road closures, branded bunting and other associated costs?

In addition, could you tell me what income, if any, was earned from
the procession from parking, selling advertising space etc.?

And finally, if you did have any grant funding or sponsorship, can
you tell me how much was provided by LOCOG or the GLA?

I am writing in respect of your recent request for information from
Somerset County Council, which has been dealt with under the provisions of
the Freedom of Information Act 2000 (FOIA).

 

Your request asked:

 

Q1.  Please can you tell me the cost to the council for the Olympics?

 

Q2.  Can you also tell me from which fund was the budget allocated?

 

Q3.  Please could you provide a breakdown of the costs such as extra pay
for staff, extra cost of policing, road closures, branded bunting and
other associated costs?

 

Q4.  In addition, could you tell me what income, if any, was earned from
the procession from parking, selling advertising space etc.?

 

Q5.  And finally, if you did have any grant funding or sponsorship, can
you tell me how much was provided by LOCOG or the GLA?

 

Somerset County Council is applying the FOIA exemption 14.  This relates
to ‘Vexatious or repeated requests’, and as a result is not obliged to
provide a response.

 

Section 14 (1) states ‘Section 1(1) does not oblige a public authority to
comply with a request for information if the request is vexatious’.

 

Section 14 (2) states ‘Where a public authority has previously complied
with a request for information which was made by any person, it is not
obliged to comply with a subsequent identical or substantially similar
request from that person unless a reasonable interval has elapsed between
compliance with the previous request and the making of the current
request’.

 

Under Section 14 (1) we determine the request to be vexatious and have
applied the following indicators:

o Frequent or overlapping requests;
o Unreasonable persistence; and
o No obvious intent to obtain information

 

Frequent or overlapping requests

The same questions were submitted to Somerset County Council on 20 August
2012 and Somerset County Council responded to the request on 21 August
2012.  As the event has been held and completed, there will be no change
to the information already provided.

 

Unreasonable persistence

We have already comprehensively answered questions, including follow on
questions since August 2012.  We have clearly stated where we hold the
information being requested and have already provided what we do hold in
previous responses.

 

No obvious intent to obtain information

Somerset County Council has previously supplied the information currently
requested to the requester.  Therefore the requester already holds this
information.

 

Please note that if we get any further requests on this topic there will
be no further correspondence.

Dear Information Request,

I would like to clarify the intention of my last request.

It was a different request, as I was asking for the complete expenditure on events related to the Olympics, rather than the torch relay costs. The earlier requests related to the torch relay.

So you can hopefully appreciate that it was not an identical request and therefore not vexatious or a repeated request?

Access to personal information

 

Thank you for your email dated 16 October 2013 in which you ask to see all
the information held about you in Somerset County Council’s records.

 

For us to process your request you must complete the enclosed ‘Access to
your personal records’ form.  I advise that you complete and return your
form and records of identification outside of the What do they know
website, in order to protect your personal data.

 

Under the terms of the Data Protection Act 1998, the Council must also
establish your identity. I would be grateful if you could send me two
official documents, which between them show your name, date of birth and
current address. You can either send originals, which we will return, or
photocopies if you prefer.

 

Examples of acceptable identification include:

 

o Birth certificate
o Passport
o Medical card
o Driving licence
o Bank card
o Utility bill

 

Or, you can phone me on the number above, and we can arrange a time for
you to bring these documents to County Hall for me to see, and photocopy
for our records.

 

Once we have this, The Council has forty days to give you the information
