Under the Freedom of Information Act 2000, please provide me with the following information:
1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)
2. the amount of money spent on asbestos removal from schools between 2006 and 2016
3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

Response:

 

 

Lincolnshire County Council's asbestos work falls under our contractor.
The contractor has advised they simply don’t have the information
requested at the level of detail required to answer the questions
adequately.  They estimate that it will take way in excess of 18 hours to
determine appropriate material and locate, retrieve and extract the
information in reference to your request. Therefore, your request will not
be processed further.

 

Section 12 of the Act makes provision for public authorities to refuse
requests for information where the cost of dealing with them would exceed
the appropriate limit, which for local government is set at £450. This
represents the estimated cost of one person spending 18 hours in
determining whether the Council holds the information, locating,
retrieving and extracting the information.

 

The expenditure on asbestos management issues in schools comes from many
different sources, not just the LCC asbestos budget.  Asbestos removal /
remediation work is often carried out on individual projects where LCC
have no knowledge of the costs incurred, particularly where work is
procured through the framework route.  In addition, schools historically
may also have carried out asbestos removal / remedial work using devolved
capital without the knowledge of LCC.  Furthermore, we have very little
knowledge on asbestos related expenditure on schools outside the control
of LCC, including Voluntary Aided Schools, Foundation Schools and
Academies. 

 

 

You may wish to refine your request by narrowing its scope by being more
specific about what information you particularly wish to obtain, including
any dates or period of time relevant to the information required.
