Dear Cheshire West and Chester Council,
Under the Freedom of Information Act 2000, please provide me with the following information:
1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)
2. the amount of money spent on asbestos removal from schools between 2006 and 2016
3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the Act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive
fees.

Thank you for your email.
We apologise for the delay in responding to your request, we had hoped to be in a position to provide you with the information you requested by 3rd October. Unfortunately, due to the high level of demand currently on our services, we have not be able to do so. I apologise for the disappointment and inconvenience this may cause.
The Council is in the process of locating the information requested. The management of asbestos in schools was transferred to the Council's contractor Qwest in June 2015. Information prior to this date, is not held centrally and we are making enquiries within the Council.

Dear Ms Stephens

 

As Customer Relations Manager I am working with the Council’s Disclosure
team to clear a backlog in outstanding responses. I note that you have not
yet received a full response to your request dated 5 September 2017 logged
under reference 4792585 which you followed up on 20 October 2017.

 

I would like to apologise for the long delay in responding to you. The
Disclosures team have been dealing with a high volume of caseload at
present meaning that the Council’s compliance rate for answering requests
within the statutory timeframe has decreased. Please be assured that
measures are in place to address this, including additional support from
other teams and new recruitment, so we hope to see an improvement shortly.

 

We confirm that Cheshire West and Chester Council holds information
relating to your request.

 

For the purpose of clarity your request has been reproduced below with the
Council’s response alongside each question.  Please note that figures can
only be provided from the inception of CWAC following Local Government
Reorganisation i.e. April 2009 and only for schools within the Council’s
control.

 

1.     the amount of money spent on asbestos management in schools between
2006 and 2016 (to include the costs of surveys, staff training and work to
enclose asbestos within schools)  

 

Between April 2009 and May 2015, the total direct spend on asbestos
management was £581,221.53. After May 2015 the maintenance contract
transferred to Qwest Services with a 10 year contract for £62,750.00 per
year.

 

2.     the amount of money spent on asbestos removal from schools between
2006 and 2016

 

Between April 2009 and May 2015, the total direct spend on asbestos
removal was £ 31,504.00.

 

This figure is where the Council has incurred costs directly, schools may
have incurred costs individually.

 

After May 2015 the maintenance contract transferred to Qwest Services, see
above.

 

3.     the amount of money spent on fines for breaches in the safe
management of asbestos in schools between 2006 and 2016

 

No money has been spent on fines (relating to the management of asbestos)
by schools under the council’s control from 1st April 2009 to date

 

4.     funding sought from the Department of Education and the Education
Funding Authority for the management and removal of asbestos from schools
between 2006 and 2016  

 

Nil

 

5.     the amount of funding approved by the Department of Education and
the Education Funding Authority for the management and removal of asbestos
from schools between 2006 and 2016

6.     the projected budget for future management of asbestos in schools
between 2017 and 2027
