Dear Stoke on Trent City Council,

Under the Freedom of Information Act 2000, please provide me with the following information:
1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)
2. the amount of money spent on asbestos removal from schools between 2006 and 2016
3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

We have now considered your request and a copy of the information is
enclosed below.  Please accept our apologies for the delay in sending this

The information supplied may be used for domestic or journalistic
purposes. Its use for commercial gain including issuing to the public,

under the Reuse of Public Sector Information Regulations 2015.

 

1.    The amount of money spent on asbestos management in schools between
2006 and 2016 (to include the costs of surveys, staff training and work to
enclose asbestos within schools)

2. The amount of money spent on asbestos removal from schools between 2006
and 2016

 

Response:

Within Stoke-on-Trent, there are 99 schools, of which 56 are Academies
with a further 10 schools planning to convert to Academy status before the
end of 2017. 89 of those schools are included in a PFI contract delivering
energy and maintenance over a 25 year period.

With respect to the amount of money spent on managing asbestos within the
schools, over the 10 year period from 2006 to 2016, is indeterminable due
to the following factors:-

 

·         The Academy schools receive their funding direct from the EFA,
and are free to manage their building and the spending thereon, as they
think fit, without consent or consultation with this authority. We would
not therefore be in possession of the financial data you request for those
schools.

·         For those LA schools and Academies within the aforementioned PFI
contract, the responsibility for the treatment of asbestos, as they come
across it during the provision of the contractual services, sits with the
PFI contractor, and the sums spent are commercially sensitive and are not
readily shared with this authority.

3. The amount of money spent on fines for breaches in the safe management
of asbestos in schools between 2006 and 2016

 

Response: We can confirm that this authority is not aware of any fines
imposed by the Health & Safety Executive for breaching Asbestos Management
legislation.

 

4. Funding sought from the Department of Education and the Education
Funding Authority for the management and removal of asbestos from schools
between 2006 and 2016 5. the amount of funding approved by the Department
of Education and the Education Funding Authority for the management and
removal of asbestos from schools between 2006 and 2016

 

Response: For the reasons given above in respect of Academies, this
authority would not be in possession of data pertaining to sums of money,
sought from the EFA or indeed granted by the EFA, for the management and
removal of asbestos.

 

6. The projected budget for future management of asbestos in schools
between 2017 and 2027

 

Response: Please see the response to question 5 as this is applicable for
the same reason.
