I am making a request under the Freedom of Information Act.

1.) How much did the council spend on accommodating young offenders (aged 10-17) on remand awaiting their court date in the last year, August 2018 - August 2019? And how many nights did that buy?

2.) How much did the council spend on accommodating young offenders (aged 10-17) on remand awaiting their court date in the year August 2017 - August 2018? And how many nights did that buy?

3.) How much did the council spend on accommodating young offenders (aged 10-17) on remand awaiting their court date in the year August 2013 - August 2014? And how many nights did that buy?

4.) How many young offenders were placed in council accommodation whilst on remand in the year August 2018 - August 2019?

5.) How many young offenders were placed in council accommodation whilst on remand in the year August 2017 - August 2018?

6.) How many young offenders were placed in council accommodation whilst on remand in the year August 2013 - August 2014?

7.) In the last 5 years, what is the most the council spent accommodating a young offender on remand for one night? And what was the date?

8.) In the last 5 years, what is the least the council spent accommodating a young offender on remand for one night? And what was the date?

Dear Jennifer,

 

Thank you for your FOI request, which we have logged as N5849.   In order
for us to compile the information you need, please could we ask for
clarification of scope? 

 

We think that your questions relate to young people who have been remanded
to Local Authority Accommodation, thus requiring Looked-After
accommodation in the community (ss91-92 Legal Aid, Sentencing and
Punishment of Offenders Act 2012).   You will be aware that in this
context, the Local Authority decides the appropriate community placement,
and also pays the full cost.

 

We do not think you are asking for information about young people who have
been remanded to Youth Detention Accommodation, and are confined into a
custodial establishment (ss98-102 Legal Aid, Sentencing and Punishment of
Offenders Act 2012).   You will be aware that in this context, HM Prison
and Probation Service decides the appropriate custodial placement, and the
Local Authority is only required to pay a fixed contribution.

 

It would be helpful if you could confirm whether your interest does relate
to the demand levels and costs of community provision only, eg where the
County Council is the commissioner/provider of that accommodation?  

 

If you also wish us to include those young people who were remanded to
Youth Detention Accommodation, we can do that.  But we may need to ask you
to narrow the chronological range of your questions in order to complete
this work within 18hrs.

Thank you for your request for information regarding cost of housing young
offenders on remand.  Please see our response below.

 

You confirmed that your FOI request  was referring to young people who
have been remanded to Local Authority Accommodation, thus requiring
Looked-After accommodation in the community (ss91-92 Legal Aid, Sentencing
and Punishment of Offenders Act 2012).

 

These young people were provided with accommodation in our own residential
children’s homes, foster placements or placed at home which is what
accounts for the differences in costs

 

 

1.) How much did the council spend on accommodating young offenders (aged
10-17) on remand awaiting their court date in the last year, August 2018 -
August 2019? And how many nights did that buy? £54,657. This bought 358
nights.

 

2.) How much did the council spend on accommodating young offenders (aged
10-17) on remand awaiting their court date in the year August 2017 -
August 2018? And how many nights did that buy? £76,248. This bought 343
nights.

 

3.) How much did the council spend on accommodating young offenders (aged
10-17) on remand awaiting their court date in the year August 2013 -
August 2014? And how many nights did that buy? £57,120. This bought 234
nights

 

4.) How many young offenders were placed in council accommodation whilst
on remand in the year August 2018 - August 2019? 6

 

5.) How many young offenders were placed in council accommodation whilst
on remand in the year August 2017 - August 2018? 4

 

6.) How many young offenders were placed in council accommodation whilst
on remand in the year August 2013 - August 2014? 4

 

7.) In the last 5 years, what is the most the council spent accommodating
a young offender on remand for one night? And what was the date? £483.92
per night (01/08/2017). It is important to note that this young person was
already in this placement at the time that they were remanded to local
authority care this cost was not accrued at the time the remand status was
made.

 

8.) In the last 5 years, what is the least the council spent accommodating
a young offender on remand for one night? And what was the date? £28.42
per night (11/07/2014).
