Cost of due diligence for the Student System

The request was partially successful.

Dear Sir or Madam,

In response to a previous FoI request see:

http://www.whatdotheyknow.com/request/st...

You replied:

"During the due diligence phase consultancy was also provided by a specialist IT consultancy working in partnership with the supplier. The costs of this were £293,982."

In relation to the above I would like to know:

1. A breakdown of £293,982?

2. Who was the University's chief negotiator for the due diligence?

3. A list of areas of concern that were addressed during the due diligence phase?

4. Who authorised the expenditure?

5. Was this level of expenditure (i.e. £293,982) planned prior to the due diligence phase?

Yours faithfully,

James Watson

We all know that what might seems like excellent technology, a brilliant system, or a great deal, often turns out to be not so excellent, brilliant or great!

The trick is to find this out before time and money is spent on a costly due diligence.

Spending £293,000 on due diligence is a sign of being fooled by demos and vapourware.

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of University of Glasgow's handling of my FOI request 'Cost of due diligence for the Student System'.

I asked you:
“Who authorised the expenditure?”

You replied :
“Expenditure was part of the Senior Management Group (SMG) approved budget for the project.”

However, there is no mention of the due diligence cost in Appendix C (Phase 1 - Estimated Costs) of "Review of Student Administrative Processes" that was submitted to the Senior Management Group - Tuesday 26 June 2007. Could you please examine your facts again?

I also asked you:
“Was this level of expenditure (i.e. £293,982) planned prior to the due diligence phase?”

You replied:
“The Project Board agreed that appropriate due diligence work should be completed prior to contract signing. The work was undertaken on a “time and materials” basis and not as a “fixed price” contract.”

Again you have not answered my question. The question requires a yes or no answer.

A full history of my FOI request and all correspondence is available on the Internet at this address:
