I would like to make a request under the Freedom of Information Act. For the purposes of the Act, please take the date of your receipt of this request as 23 August 2019.

1) Please would you provide copies of any correspondence (emails, letters, phone calls, notes or other documents) during the period from 30 August 2017 to the date of this request between Professor Sir Mark Walport and:

a) Optum, Inc.
b) IQVIA (as now, previous names: Quintiles, IMS Health)
c) Apple
d) IBM (health)

2) Please would you provide details of any meetings (dates, agendas, papers and minutes) during the period from 30 August 2017 to the date of this request between Professor Sir Mark Walport and:

a) Optum, Inc.
b) IQVIA
c) Apple
c) IBM (health)

Please do not delay your response on the basis that you cannot provide some or any of the information for any one of the items or sub-items above; I am happy for you to provide partial information in a timely manner, on the understanding that you will provide more complete information as soon as it is available.

I would be grateful if you would send me the requested information promptly and in any event not later than the twentieth working day following the date of receipt of my request.
If my request is denied in whole or in part, or if specific items within the responses are withheld from disclosure, then you must justify all deletions by reference to specific exemptions of the Act, as per Section 17 of the Act. Where you rely on a qualified exemption to withhold disclosure, you are obliged to consider the public interest in your decision and the refusal notice must explain not only which exemption applies and why, but also the public interest arguments addressed in reaching the decision.

Thank you for your Freedom of Information request received 23 August 2019
in which you requested information relating to correspondence between Sir
Mark Walport and Optum, Inc, IQVIA, Apple and IBM (health).
 
To provide the information requested would require significant staff time
in identifying, locating, retrieving and extracting the information. As it
stands the request will exceed the cost limit set out in the Freedom of
Information Act.
 
Currently to respond to the request, UK Research and Innovation would have
to invoke section 12 of the Act (exemption where cost of compliance
exceeds appropriate limit) and refuse your request.
 
To enable us to continue with your request please can you narrow this down
to any theme areas your interested in, specific search terms or if
possible any persons of interest.
 
On receipt of your response we will review your request and confirm that
we are able to proceed with collating the relevant information.
 
Your case is currently on hold and will not be progressed until we receive
your response. However, if no response is received by 14 October 2019,
your case will be closed. If after this date the information is still
required you will need to submit a new request.

Thank you for your response requesting I narrow my request down to any theme areas in which I am interested, specific search terms or if possible any persons of interest.

I'm afraid I cannot provide specific search terms, nor particular persons of interest, but I would be interested in any correspondence and/or meetings with any of the companies listed regarding the value (monetary, economic or otherwise) of NHS patients' and/or NHS operational data, and any methodology, analyses, reports or other attempts to arrive at such a value. I suppose the theme area might also touch on business models, or other ways of realising value.

I hope that is clear enough to enable a more focused search.

Due to the nature of the searches that need to be made to gather and extract the information you've requested, the way you have narrowed your request has not reduced the number of hours it would take to obtain the information. As this is the case we would still have to invoke section 12 of the FOIA and refuse your request.
