Correspondence relating to ANPR Scheme - Ingleby Barwick

We're waiting for Andy Galvin to read recent responses and update the status.

Dear Stockton on Tees Council,

Please can you provide:
1. Copies of all correspondence between Councillor Ted Strike and Stockton Council relating to ANPR in Ingleby Barwick.
2. Copies of all correspondence between Ingleby Barwick Town Council and Stockton Council relating to ANPR in Ingleby Barwick.
2. Copies of all correspondence between The Information Commissioner and Stockton Council relating to ANPR (in Ingleby Barwick or more generically).

Please provide each of the above separately - ideally as three PDFs. One for each item requested. Please ensure the PDFs are accessible where possible - i.e not scanned print outs of emails.

Where personal information is redacted, please indicate where possible the title/role of the person in place of their name so that the context can be better understood.

If the scope of this request is likely to be outside cost limits, please let me know how you would advise narrowing the scope.

In response to your request I can now provide the following information.

Q3. Copies of all correspondence between The Information Commissioner and
Stockton Council relating to ANPR (in Ingleby Barwick or more
generically). 

 

A1-3. A search of emails including the term ANPR brought back in excess of
5000 results. We estimate that downloading all the emails and then
manually reviewing each one to determine if it is relevant to your
request, and making any necessary redactions, would take over the 18 hours
set out in the Freedom of Information Act 2000. We therefore consider this
question to be exempt under Section 12 (exceeds appropriate limit) of the
Freedom of Information Act 2000.

Dear FOI and Complaints,

I would like to request an internal review.

I refined my request to provide some very specific search criteria that can be run against Outlook.

I am not surprised that searching purely for "ANPR" returned so many results, but if this is refined to only include emails from to/from the individuals specified the request would return far less results.

Perhaps you could use search terms similar to:
keyword:"ANPR" from:[email address]
keyword:"ANPR" to:[email address]

keyword:"ANPR" from:Ingleby Barwick Town Council <[email address]>
keyword:"ANPR" to:Ingleby Barwick Town Council <[email address]>

keyword:"ANPR" from:*@ico.org.uk
keyword:"ANPR" to:*@ico.org.uk

This would likely return far less results. I would also be happy to reduce the time frame IF it is necessary to only include the year 2021.

I would suggest that you select appropriate locations for each search. You can specify by user, or group or team.

Keywords... "ANPR" OR "A.N.P.R" OR "Automatic Number Plate Recognition" (or similar) - you may also be able to use the NEAR boolean operator.

You can then specify conditions: https://docs.microsoft.com/en-us/microso...
I would suggest using the "Participants" field, but there are many conditions that can be easily applied to return a much smaller sample than across the whole organisation.

I would recommend treating each question as a separate query when searching.

Our checks were originally run using the below search parameters which are as you suggested;

- This search provided zero results

"ANPR" from: Ingleby Barwick Town Council (@inglebybarwicktowncouncil.org.uk)
"ANPR" to: Ingleby Barwick Town Council (@inglebybarwicktowncouncil.org.uk)
- This search provided 5098 results

"ANPR" from: ICO (@ICO.org.uk)
"ANPR" to: ICO (@ICO.org.uk)
- This search provided 5056 results

We appreciate it is unlikely that all of these returns will be relevant to your request. Our IT system searched over 8000 internal mailboxes and the search term identified may not be specific enough meaning unrelated data is returned. However the only way to identify which of the emails should be released to you is by downloading and then manually reviewing each one. Therefore we stand by our decision to consider this request to be exempt under Section 12 (Exceeds appropriate limit) of the Freedom of Information Act 2000.

Thank you.

I guess the answer the Q1 is sufficient then - there are no emails to/from Ted Strike relating to ANPR.

Regarding Q2 & Q3, I am happy to narrow the request to keep it within scope. Please disregard Q2, as I can obtain this information from the Town Council.

Does narrowing Q3 to the last year / 6 months / 3 months allow it to be kept within the cost limits? If not, can you limit it to the officer/officers/shared mailboxes who are responsible for this scheme? (Marc Stephenson, I believe?).

If you let me know how best you feel Q3 could be narrowed to keep within scope I am happy to do this.

I can advise that a recent search for emails between council officers from the Community Protection team (managed by Marc Stephenson) and the ICO, including the term "ANPR" produced no results.

This is because general correspondence with the ICO is conducted on their online portal, the results of which are not recorded.
