Please can you provide a copy of all email/written correspondence, other documented comments, meetings held or any other form of discussions re the recent Peak Gen planning application for a diesel generator compound.

This is to cover all communications between councillors, council staff, council consultants and Peak Gen representatives with regard to any aspect of the planning application or the impact of this development to Southampton air quality.

Can you also clarify that all the consultee responses are as listed on the planning portal under the application of 16/00665/FUL - if there have been additional consultee responses that aren't publicly listed can you clarify when these were made and why these haven't been published as part of the formal consultation?

Dear Mr. Galton,

 

Further to my email below, I understand that you have now received a
response to request for information under the Freedom of Information Act
2000 (“the FOIA”). Further to the response, I have been advised by the
service area that the consultation response from the environmental team is
now visible on the Council’s public access system. The document in
question had been added in January, but had to be reindexed, in order to
make it publically visible.

 

The Council takes its obligations under the FOIA seriously, but it is
clear in this case that the Council’s handling of your request was
inadequate, as it failed to comply with its duty to supply you with the
information sought within the statutory time frame.

 

The delay in this instance was not with the service area providing the
information, but in the collation and co-ordination of the information
sought. I apologise for this, and want to assure you that the process for
handling FOI requests has been reviewed recently, and steps have been
taken to improve it.

 

This has resulted in a redistribution of resources for co-ordinating
requests, which will hopefully improve efficiency, and avoid similar
delays occurring in the future. The Council has also made changes to its
information governance structure, which will make it easier to escalate
issues once problems or potential delays have been identified.

 

I hope that you are satisfied with the information provided as part of the
response, although I do accept that the Council did not perform at an
acceptable standard in accordance with the FOIA in processing your
request.

 

Should you have any concerns about the Council’s response, however, I
would be happy to look at these, and assist you as required.
