I refer to your request for information received on 05/09/2017. Please
find our response below.

 

You asked:

 

Please provide copies of any correspondence which fall into the following

members regarding oBikes.

 

2.    Between the Cabinet Member for Community Services and council
officers and contractors regarding oBikes.

4.    Between the Cabinet Member and the council's press office and/or
communications department discussing and agreeing the quote made in the
council's press release regarding the removal of oBikes.

 

Our response:

 

1.    As mentioned previously, the Cabinet Member (Community Services)
received a number of verbal complaints from elected colleagues. 

 

2.    With regard to oBikes, discussion between the Cabinet Member for
Community Services and council officers were verbal conversations. 
Officers were asked to remove oBikes from the highway network and return
the bikes to our depot for save storage.   

 

3.    We sent enforcement notices to the operators of oBike. There were no
correspondences from us regarding their service.

 

The owner of oBikes were notified the Council has removed its bikes from
the public highway and that they need to collect their bikes from our
depot.  Please see the attached.

Dear Freedom Of Information,

I believe this answer was incomplete. There was remarkably little correspondence, and the response to the query about discussion of the quote was simply an 'is this OK' email.

Dear Wandsworth Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Wandsworth Borough Council's handling of my FOI request 'Correspondence regarding oBikes'.

While the amount that was released was so little I can only assume it was incomplete, my request for review concerns the email included in the attachment 'FW Story idea Yellow Bikes Redacted.pdf'

I have two concerns about this:

1. Since the subject starts 'FW:' it implies (assuming the council's email system follows normal conventions) that an email had been sent to Mr or Ms Masson Smith which they forwarded on. This email should have been included in the answer to the request.

2. The whole of the attachment was redacted. This is excessive. Since it was a draft press release it is highly unlikely to have contained details that were not suitable for public release. Even if some were unsuitable that would not justify redaction of the whole document. Given that the request was made to better understand the way the word 'flood' was refer to a couple of complaints from it seems perverse to exclude the precursors of that phrase from the release.
