Dear Leeds City Council,
I asked for a copy of up to date accounts at a recent meeting of WVMSF&M. The Chair told me that they were not available, she though that ENEHL were dealing with them.ENEHL said they are not responsible. As they are funding the TA and their officers attend all meetings, I feel that they should be concerned about how public money is been spent.

Yours faithfully,

Michael Dean

Dear ENEHL Enquiries,
It is now months since I requested an internal review of this request. nothing has been heard by me. I am therefore minded to write to the Information Commissioner to look into this matter

Dear Mr Dean

Thank you for your e-mail dated 22/10/13, however I am a little confused
over the contents.  Your e-mail has incorporated your initial request
dated 28/06/13 and the response I sent to this dated 04/07/13 (although
this date has been omitted from your e-mail).  However, it does not show
the subsequent dialogue between us via letter regarding your request, as
recent as 19/09/13 (your most recent request also involved responses sent
to Cllr Harrington and George Mudie MP).

In your letter dated 16/09/13 your closing paragraph mentioned the
following:

It is therefore my intention to ask for an internal review of your actions
to try to resolve this matters, as you don't seem to be willing or able to
do

I understood after reading this, that you were to request an internal
review (not me) as you believed I was not helping to resolve this matter.
In response to this, I wrote to you on the 19/09/13 with the following:

Thank you for your letter dated 16 September 2013 which I received today.
Your comments in relation to your intention to ask for an internal review
have been duly noted.

I also wrote to you previously on 09/09/13 following on from your letter
dated 30/08/13 that if you were to request an  investigation, evidence
will be needed to substantiate your claim.  You did however state in your
letter dated 16/09/12 that you could have sent me minutes which state that
we manage the accounts of the group.  This may be a starting point for you
in regard to collating evidence if you could provide these.

I trust this explains why no further action has been taken in regard to
this.

Kind regards

Dear Leeds City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Leeds City Council's handling of my FOI request 'Copy of accounts for 2013'.

I requested information from LCC on accounts of Wykebeck Valley Tenants Association. LCC provide PUBILIC MONIES to this TA. I am a member of this Association and have tried to obtain information from Chair. She told a meeting of tenants that ENEHL looked after accounts. Mr. Dawkins(ENEHL)said that they did not keep accounts of Association. As this was public monies and queries has been made about these funds, he should make the information available. He refused and would not allow my request to be passed to stage 2 of the complaints procedure. I have exchange letters with Mr. Dowkins but he appears to have just led me up the garden path. The model constitution for TA states 'The association will make its accounts available for inspection by an independent person nominated by ENEHL with the right experience. As questions were asked by members about these PUBLIC FUNDS, I feel that ENEHL should have made this available, It is my view that Mr Dawkins has been deliberately obstructive over this matter. I understood that I had previously asked for an internal review of this matter but I received no reply.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/c...

Yours faithfully,

Michael Dean

Dear Leeds City Council,
Since my statement to ask the information commissioner to consider this matter I have received a letter from Steve Vowles ENE Housing. It would appear that he has not taken in to account the falsehoods in the comments me in his letters to me. Nor would it appear that he has read my letters(30-8-2013_ (16-09-2013) which corrected his falsehoods.
Therefore I intend to ask The Information commissioner to review this matter

Yours faithfully,

Michael Dean
