Bedford BC - OFFICIAL-Unsecure
Dear Howard Wilkinson
Request pursuant to Freedom of Information Act 2000 – Request No.12436
I am writing in respect of your recent enquiry for information held by the
Council under the provisions of the Freedom of Information Act 2000.
Under the Freedom of Information Act the authority must state whether or
not the information exists and I confirm that we do not hold this
information.
We are unable to fulfil this request for the following reason. All of
Bedford Borough Council's contract services are subsidy contracts (not
cost contracts), ie. the operator is paid to run the service and they keep
the revenue. This means that there is some risk to the operator and it is
in their interests to operate it well and to maximise any revenue. That
all said, the fares are therefore set by the operator and hence they would
deem that information to be commercially sensitive.
Background info:
It is likely that in coming years, very soon in fact, that operators will
become more transparent about fares data and there is every hope that such
information (on an individual point-to-point request, not complete fare
tables of course) will be readily available through travel enquiry
websites such as Traveline. It is a legal requirement for every bus driver
to be able to produce a printed fare table upon request on board any
service (despite the use of electronic ticket machines on all services).
In summary, this enquiry ought to be directed to each bus operator
individually by the person originating the request. It will be up to the
bus operators whether they wish to supply the information.
If for whatever reason you are unhappy with our response to your
application you are entitled to pursue any dissatisfaction through the
Council's Internal Review Procedure. Pursuant to Section 17 (7) of the Act
the procedure provided by the Council for dealing with complaints about
the determination of this request for information is the Council’s FOI
Complaints Procedure, a copy of which can be obtained on request or is set
out at:

Yours sincerely
